| 中文摘要: | 近年来,信息技术迭代升级,供应链金融加大了大数据分析、区块链等技术应用,正逐步由传统的“线下”模式升级为“线上”模式、智慧供应链金融模式,对解决中小微企业融资难题起着越来越重要的作用。2017年国家鼓励商业银行建立供应链金融服务平台、发展线上应收账款融资等供应链金融模式。T银行正是在这种背景下建立了自有的供应链金融服务平台开展线上供应链金融业务,发展迅速。但业务发展过程中风险管理面临考验,暴露出很多风险事件,不良率上升明显。因此,如何利用风险管理理论解决T银行在供应链金融业务风险管理中出现的问题,合理有效控制风险,是T银行面临的重要课题。 本论文从商业银行传统风险和供应链特有风险两个角度,将T银行供应链金融风险管理中存在的问题划分为两大类,分别为传统的商业银行风险管理和供应链金融特有的风险管理。前者主要包括信用风险、市场风险和操作风险等风险管理,后者主要包括供应链风险和第三方风险的风险管理。全文采用文献综述法、实证调查与分析法和案例分析法等方法,结合全面风险管理、委托代理、信息不对称、牛鞭效应及供应链风险管理等理论,分析T银行供应链金融业务的风险管理现状。研究发现T银行不仅在信用风险、市场风险和操作风险等传统的商业银行风险管理和供应链风险、第三方风险的供应链金融特有风险管理中存在问题,而且传统风险管理中存在的问题也具有供应链金融的特点。 基于以上研究分析,本论文针对发现的问题进行了优化设计。主要包括丰富核心企业信用风险评级的指标内容、建立核心企业和链条企业账户余额预警和冻结机制等信用风险管理措施;对同一供应链中不同融资主体的贷款采用差别定价、增加对用于融资的贸易合同履约情况的保险投入等市场风险管理措施;增加供应链金融服务平台的活体检测登录功能、建立标准化的供应链金融服务平台操作流程等操作风险管理措施;增加供应链运营的风险评估、利用大数据技术建立供应链风险预警和应急处理机制等供应链风险管理措施;利用区块链技术逐步实现整个贸易流程的动态监测、增加贸易背景真实性的第三方验证方式等第三方风险管理措施。最后提出了优化策略的实施保障措施,包括设立项目小组、制定实施计划、制度保障、资金保障、人员保障和技术保障。 | |
| 英文摘要: | In recent years, supply chain finance has been developing and playing an increasingly important role in solving the financing problems of small and medium-sized enterprises. T Bank's supply chain finance business occupies a relatively high proportion among commercial banks and develops rapidly. It uses its own supply chain finance service platform to carry out business. However, in the process of business development, risk management faces the test. In the control of core enterprise credit risk, platform operation risk and trade background authenticity risk, the management is not sound, Therefore, how to use the risk management theory to solve the problems and control the risks reasonably and effectively is an important subject facing T Bank. From the perspectives of traditional risks and supply chain risks of commercial banks, this paper divides the problems existing in the supply chain financial risk management of T Bank into two categories, namely traditional commercial bank risk management and supply chain finance unique risk management. Based on the above research analysis, this paper optimizes the design for the problems found. It mainly includes credit risk management measures such as enriching the index content of the internal rating of core enterprises; Adopt market risk management measures such as differential pricing for loans of different financing entities in the same industry chain; Operational risk management measures such as the establishment of standardized supply chain financial service platform operation procedures; Establish supply chain risk management measures such as supply chain risk early warning and emergency handling mechanisms; Increase third-party risk management measures such as credit risk assessment for third-party logistics enterprises. Finally, the implementation guarantee measures of the optimization strategy are proposed, including the establishment of a project team, the formulation of implementation plan, system guarantee, capital guarantee and so on. | |
