中文摘要:随着我国城镇住房制度改革的不断深化,改变了旧的住房分配和管理体制,新的住房体制逐渐形成,住房福利分配形式的改变已经被广大居民所接受,自有住房的比例越来越高。但是,由于居民日常居住养房的消费意识尚未形成,“后房改”时期,住房管理体制调整还远未结束。物业管理制度的推行虽然改变了过去住宅小区“一年新、二年旧、三年破”的局面,延缓了房屋和环境的老化,但仍无法从根本上解决今后建筑本体和环境配套的大修、更新、改造问题。房屋专项维修资金俗称房屋的“养老金”,它对于解决房屋的共用部位、共用设施设备的维修养护具有重要意义,建立完善房屋专项维修资金管理制度也是我国住房管理体系的重要组成部分。2003年我市建立了房屋专项维修资金统一管理制度。6年来,维修资金归集、追缴、整合等各项管理制度逐步完善,目前已初步建立起覆盖全市新建商品房、早期商品房、售后公有住房、合作建房等类型房屋共用部位、共用设施设备维修资金管理体系。但是,在广大业主住房消费意识、公共责任意识尚未成熟的情况下,如何科学、合理、规范地建立和使用维修资金,保障房屋及其设施设备正常运转,仍是房屋专项维修资金管理制度所面临的课题。 本文通过对房屋专项维修资金进行溯源,分析对比房屋专项维修资金管理制度在我国和天津市的建立模式、资金筹措方式,借鉴国外房屋维修资金制度的经验教训,结合天津房屋专项维修资金管理、使用现状情况,最终提出当前房屋专项维修资金管理的热点、难点问题,通过分析调研,提出发挥维修资金统一管理优势,建立资金互助、统筹、应急保障机制的思路和措施,延伸发挥房屋专项维修资金的应急助困功能,将专项维修资金的功能范围和保障作用得到有效提升,维护了广大业主的切身利益和社区的稳定、和谐。  
英文摘要:With the China's urban housing system reformation deepening, the old housing allocation and management system have being changed associating with the new housing system is gradually formed. The general population has accepted the changes in the allocation of housing benefit. The proportion of owner-occupied housing is increasing. However, because the residents have not adequate consumer awareness about supporting themselves living room, in the "post-housing reform" period, housing management system still need to be adjusted. On the past, the property management system may have changed the last "a new year, two years old, three-year break" residential situation, delayed the house and the environment becoming old. But it can not fundamentally resolve the problems about the repairment and reconstitution to building and the environment in the future. Housing special maintenance fund( HMF) is the "pension" of the house. It has great significance in the maintenance of the house shared area, shared facilities and equipments. Establishing a perfect HMF management system is an important component to the construction of China's housing security system. Tianjin housing maintenance fund management system play an important role in several sections in the course of development in 6 years. It enhanced and maintained the property integration rate, extended the service life of the property, protected the benefiting of the proprietors, thus promoted the healthy development of the property management industry. However, the majority of proprietors are immature in the sense of the housing consumer and the public responsibility. Therefore it still face a problem that how scientificly, rationally, standardizely establish and use maintenance funds to protect the house and its facilities and equipment normally operate. This thesis is prepared to delve into the background of HMF in first. Through comparing of the domestic and Tianjin HMF management models and financing methods, drawing on the foreign experiences and lessons to associate the situation of the HMF management in Tianjin. On the basic of this ,there are several the hot and difficult problems are rasied. By analyzing and researching, it is proposed that it should take advantage of the unified management and establish measures in funds assistance, co-ordination and emergency. It can benefit the proprietors by efficiently upgrading the functions and security range of the HMF.
