中文摘要：	2007年4月美国爆发住房次贷危机, 2008年9月又泛滥为全球性的金融海啸,震惊世界。前美联储主席格林斯潘曾断言这是百年一遇的世界性金融危机，会引发大规模的经济衰退。愈演愈烈的金融风暴，已经严重影响到了实体经济的发展，而我国高新技术企业的生存环境更是急转直下。在这种形势下，正确判断当前国际金融危机的发展趋势和影响、深入研究这次金融危机的形成机制和应对策略，对于维护作为中国经济增长第三极的天津的经济安全和维护天津高新技术企业的发展具有十分重要的现实意义。 然而，仅仅从国别、从区域层面、从现象上探讨金融危机，进而对经济全球化提出的新挑战进行认识和分析已显不够。全球性金融危机要求我们从经济全球化发展和世界经济运行的总体变化着手，分析金融危机的发生和发展过程，结合我国宏观经济环境和高新技术企业发展的阶段和特点，分析寻找企业的应对策略。 本文运用泡沫经济理论和信息不对称理论来解释金融危机的成因，并分析了金融危机的传播机理。结合作者对天津高新区内多家高新技术企业的调研结果，运用危机管理理论分析、探讨高新技术企业应对金融危机的方法与策略。最后，对天津高新技术企业如何应对当前国际金融危机提出了建议。希望本文能对金融危机下的高新技术企有所帮助。
英文摘要：	The sub-prime mortgage crisis, which occurred in April 2007, has evolved into a global financial tsunami in September 2008, dramatically slowing down the entire global economic growth. Alan Greenspan, former chairman of the Federal Reserve, once concluded that this unexpected financial crisis could trigger a large-scale recession. The financial crisis has badly affected the development of the real economy, and the condition of high-tech enterprises in China is utterly reversed. In this situation, to study the formation mechanism, trends，impact and counter- measures of this financial crisis is very important for maintaining the economic security of Tianjin, the third pole of China’s economic development, and the healthy development of high-tech enterprises. However, if studying this financial crisis only from the perspective of one country or one region, we can not see the economic globalization's new challenges.. The global financial crisis requires us of a view of economic globalization, which is necessary for the analysis of the occurrence and propagation of this crisis. Taken in to consideration the change of China's macroeconomic environment and the stage of development of high-tech enterprises, we try to find the countermeasures. In this paper, foam economy theory and asymmetric information theory are used to explain how this financial crisis happened and to analyze the transmission mechanism of it. This paper uses a survey of a number of high-tech enterprises in Tianjin Binhai High-tech Industrial Development Area as an example to show how this financial crisis affects high-tech enterprises in Tianjin. And crisis management theory is uesd to develop measures to counter. Finally, suggestions are given to high-tech enterprises to deal with the current global financial crisis. Hope these suggestions can help.
