中文摘要:城投公司是我国社会发展、财政体系、政治体制等多种因素共同作用形成的独特企业形态。在发展的过程中,城投公司为地方城市基础设施的建设和地方城市化进程的提速做出了不可磨灭的贡献。但随着我国财政金融体系的变革、国内外经济环境的复杂多变,城投公司最初设立时的“政府担保、公司借债、投资建设”的模式已无法延续发展,城投公司盈利能力薄弱、产业机构及服务客户单一、债务规模庞大、自身法人治理结构不健全等内外部问题日益突出。自2018年伊始,全国范围的城投公司受外部监管环境趋严趋紧影响,现金流普遍承压严重,城投公司频繁出现违规融资和债务违约现象。国家层面对于地方政府项目投资和城投公司融资举债的不断规范、监管加码,表明了监管层对于地方政府和城投公司债务风险的严正关注,控制乃至剥离城投公司的政府融资职能,使城投公司的生存发展基础发生了根本性的改变,倒逼城投公司正面面对市场,不得不进行企业转型。尤其是天津XN城投公司这类型的区县级城投公司,其经济业务及财务基础大多与地方政府息息相关,一时间难以从根本上完全断绝与地方政府的联系。在趋严趋紧的监管环境下,天津XN城投公司如何做好战略规划,促进可持续、高质量地发展,是一个非常值得探索的课题。 本文以区县级城投公司中具有代表性的天津XN城投公司作为主要研究对象。首先通过战略理论、发展战略理论、城投公司等相关理论的学习,并使用文献研究法、实地调研法和态势分析法等研究方法对天津XN城投公司面临的实际情况进行调查了解,运用PEST分析法、行业分析法等研究方法,将管理学研究模型与天津XN城投公司的实际情况充分结合,对天津XN城投公司的外部环境、行业环境和内部环境进行了归纳总结。然后,通过SWOT矩阵分析,对企业的内部优势、内部劣势、外部机会和外部威胁进行分析,得出企业应采取增长型战略的初步结论。接着,从利益相关方对XN城投公司经营改善的期望、多元化战略对于XN城投公司的具体意义和实施多元化战略的可行性分析,三个角度阐述XN城投公司多元化战略的选择。其次,根据上述研究情况制定了多元化战略制定的原则、目标和具体内容。最后,从组织架构、文化建设和资金安全三个方面提出战略的实施保障, 通过上述研究分析,本文得出如下结论:天津XN城投公司应选择多元化战略,从产业多元化和业务多元化两个方面,落实加快文旅产业布局、涉猎金融行业、切入医疗行业、参与智慧城市建设、开拓新能源板块、市场化运营施工建筑板块、建立多元化融资渠道、多措并举提升资产运营水平、进一步扩大贸易规模和土地一二级联动开发十项措施,分阶段达成整合拓展、提质增效和稳定巩固三个阶段的相应目标,最终实现天津XN公司向经济效益明显且具有历史使命感的国有资本投资公司的战略转型。经研究,验证了发展战略相关理论对于社会实践的指导作用,为当前城投公司转型发展、监管政策制定和国企国资改革提供了经验借鉴。 
英文摘要:Urban investment companies are a unique corporate form formed by the combined effects of various factors such as China's social development, financial system, and political system. In the process of development, urban investment companies have made indelible contributions to the construction of local urban infrastructure and the acceleration of local urbanization process. However, with the transformation of China's fiscal and financial system and the complex and ever-changing domestic and international economic environment, the initial model of "government guarantee, corporate borrowing, and investment construction" for urban investment companies cannot continue to develop. The internal and external problems of urban investment companies, such as weak profitability, single industrial institutions and service customers, large debt scale, and inadequate corporate governance structure, are becoming increasingly prominent. Since the beginning of 2018, urban investment companies nationwide have been affected by the tightening external regulatory environment, resulting in severe cash flow pressure. Urban investment companies have frequently experienced illegal financing and debt defaults. The continuous standardization and supervision of local government project investment and urban investment company financing at the national level indicate the strict attention of the regulatory authorities to the debt risk of local governments and urban investment companies, and the control and even divestment of the government financing function of urban investment companies. This has fundamentally changed the survival and development foundation of urban investment companies, forcing them to face the market head-on and have to undergo enterprise transformation. Especially for district and county-level urban investment companies like Tianjin XN Urban Investment Company, their economic operations and financial foundation are mostly closely related to local governments, making it difficult to completely cut off their connections with local governments at once. In the increasingly strict and tight regulatory environment, how Tianjin XN Urban Investment Company can make strategic planning and promote sustainable and high-quality development is a topic worth exploring. This article takes Tianjin XN Urban Investment Company, a representative of district and county-level urban investment companies, as the main research object. Firstly, by studying relevant theories such as strategic theory, development strategy theory, and urban investment company, and using research methods such as literature review, field research, and situational analysis, we investigate and understand the actual situation faced by Tianjin XN Urban Investment Company. By using research methods such as PEST analysis and industry analysis, we fully integrate the management research model with the actual situation of Tianjin XN Urban Investment Company, and analyze the external environment of Tianjin XN Urban Investment Company The industry environment and internal environment were summarized and summarized. Then, through SWOT matrix analysis, analyze the internal strengths, weaknesses, opportunities, and threats of the enterprise, and draw a preliminary conclusion that the enterprise should adopt a growth oriented strategy. Next, the selection of diversification strategy for XN City Investment Company is elaborated from three perspectives: the expectations of stakeholders for the improvement of XN City Investment Company's operations, the specific significance of diversification strategy for XN City Investment Company, and the feasibility analysis of implementing diversification strategy. Secondly, based on the above research, the principles, objectives, and specific content for formulating a diversified strategy have been formulated. Finally, propose implementation guarantees for the strategy from three aspects: organizational structure, cultural construction, and financial security, Through the above research and analysis, this article draws the following conclusion: Tianjin XN Urban Investment Company should choose a diversification strategy, from two aspects of industrial diversification and business diversification, to accelerate the layout of the cultural and tourism industry, explore the financial industry, enter the medical industry, participate in smart city construction, expand the new energy sector, market-oriented operation of the construction and construction sector, establish diversified financing channels, and take multiple measures to improve the level of asset operation Further expanding the scale of trade and implementing ten measures for the development of primary and secondary land linkage, achieving the corresponding goals of integration and expansion, improving quality and efficiency, and stabilizing and consolidating in three stages, ultimately achieving the strategic transformation of Tianjin XN Company into a state-owned capital investment company with obvious economic benefits and a sense of historical mission. Through research, the guiding role of development strategy related theories in social practice has been verified, providing experience and reference for the transformation and development of urban investment companies, regulatory policy formulation, and state-owned asset reform of state-owned enterprises.
