中文摘要:2018年,为更好促进国有资本做强做优做大,国务院颁布了《关于推进国有资本投资、运营公司改革试点的实施意见》。在此背景下,2019年某直辖市国资委组建了国有资本运营平台G公司,主要承担事业单位转为国有企业的接收,党政机关脱钩划转的企业股权的接收,市管企业混改剥离的职工医院和人力资源资产接收。 但是在对下辖企业的经营绩效考核方面,目前G公司仍然没有建立起一套既符合企业实际状况和发展要求,又能和同类企业对标比较的指标评价体系。存在考核指标和权重设定随意性大,任务类指标没有具体的衡量标准,考核过程管理缺失,考核结果不够透明且应用单一,未能真正体现国有资本运营公司对国有资产保值增值的要求等问题。 针对以上问题,本文首先在厘清国有企业和国有资本运营公司的概念和定位,回顾经典的绩效管理理论和工具基础上,分析了G公司对下辖企业绩效管理的现状,通过问卷调查的形式找出绩效管理中存在的问题,分析其产生的原因。进而借鉴企业生命周期理论,将下辖企业划分为发展期、稳定期、衰退期三个阶段,结合每个阶段的企业典型特征,综合运用平衡计分卡、EVA、KPI等考核工具,建立了一套符合G公司下辖企业特点的考核矩阵将其系统地应用于对下辖公司的绩效控制、绩效评价、绩效反馈和绩效应用等各个环节的管理流程,以求利用绩效管理来促进解决国有资产保值增值和企业转制的根本性难题。最后,为使以上体系顺利运行,提出了相应的保障措施和实施步骤。 本文通过对地方国有资本运营平台G公司对下辖企业绩效考核的改进研究,对其他省市有相似定位的地方性国有资本运营公司建立和完善组织绩效考核体系有一定的借鉴意义。 
英文摘要:In 2018, in order to better promote the strengthening, optimization, and expansion of state-owned capital, the State Council issued the Implementation Opinions on Promoting the Pilot Reform of State owned Capital Investment and Operating Companies.In this context, in 2019, the State-owned Assets Supervision and Administration Commission of a municipality directly under the Central Government established a state-owned capital operation platform, G Company, which is mainly responsible for receiving the conversion of public institutions into state-owned enterprises, the receiving of the enterprise equity transferred by the decoupling of Party and government organs, and the receiving of the staff, hospitals and human resources assets stripped by the mixed reform of municipal enterprises. However, in terms of operating performance assessment of subordinate enterprises, G Company has not established a set of index evaluation system which not only conforms to the actual situation and development requirements of the enterprise, but also can compare with similar enterprises. There are some problems, such as high arbitrariness in the setting of assessment indicators and weights, lack of specific measurement standards for task indicators, lack of assessment process management, lack of transparency and single application of assessment results, and failure to truly reflect the requirements of state-owned capital operation companies for maintaining and increasing the value of state-owned assets. In view of the above problems, this thesis first clarifies the concept and positioning of state-owned enterprises and state-owned capital operation companies, reviews classic performance management theories and tools, analyzes the current situation of performance management of subordinate enterprises of G Company, finds out the existing problems in performance management through questionnaire survey, and analyzes the causes. Furthermore, drawing on the theory of enterprise life cycle, the subordinate enterprises are divided into three stages: development period, stable period, and decline period. Based on the typical characteristics of each stage of the enterprise, a set of assessment matrix that conforms to the characteristics of G company's subordinate enterprises is established by comprehensively using assessment tools such as balanced scorecard, EVA, and KPI. It is systematically applied to the performance control, evaluation, and evaluation of the subordinate companies The management process of various links such as performance feedback and performance application is aimed at utilizing performance management to promote the fundamental challenges of preserving and increasing the value of state-owned assets and transforming enterprises.Finally, in order to make the above system run smoothly, put forward the corresponding safeguard measures and implementation steps. Through the research on the improvement of the performance appraisal of the subordinate enterprises by the local state-owned capital operation platform G Company, this thesis has certain reference significance for the establishment and improvement of the organizational performance appraisal system of the local state-owned capital operation companies with similar positioning in other provinces and cities.
