| 中文摘要: | 政府采购项目中的合谋行为阻碍了市场竞争的作用,社会整体的经济资源配置被间接性扭曲,遏制了更有效的生产方式,降低了工作效率,给社会增添了极大不利的影响。招标过程是集合了几方主体的枢纽环节,易发生合谋行为,如在此环节能够进行合理的风险管理,则能有效遏制违法违规行为的发生。研究招投标合谋行为及其治理机制为完善招投标制度、建立科学合理的合谋行为治理体系以及营造一个健康的市场提供了非常重要的指导作用,确保招投标活动的公开、公平、公正,对维护正常的市场经济秩序至关重要。 本论文通过项目风险管理的方法展开分析。首先,通过对D招标公司的企业概况、业务流程及政府采购项目纵向合谋行为风险管理现状等方面入手,指出了D招标公司风险管理中可能发生的问题。其次,运用博弈理论建立模型进行分析,针对问题产生的原因和机理设计相应的对策。第三,根据相关资料及有关案例整理风险初步检查表,组织相关专家通过问卷调查法进行筛选,并对风险进行识别,确定出影响项目的四大类8项主要的风险。第四,在对项目进行风险影响因素识别研究的基础上,结合D公司政府采购项目纵向合谋行为的实际情况,利用AHP层次分析法、模糊综合评价法等方法进行量化和分析,得出主要受到风险的影响因素并对其进行了排序。最后,根据项目风险识别、风险评估的结果,找出D招标公司政府采购项目纵向合谋行为风险应对与监控的策略。 本文致力于通过D招标公司政府采购项目纵向合谋行为风险管理的研究,为政府采购招投标中相关参与方尤其是招标代理公司提供一些基础性的理论和技术支撑,并提供有益的依据和参考。 关键词:D招标公司;政府采购项目;招标代理;风险管理;纵向合谋行为 | |
| 英文摘要: | The collusive behavior in the bidding of government procurement projects hinders the role of market competition, indirectly distorts the allocation of economic resources, prevents the implementation of more effective production methods, reduces productivity, and has a great adverse impact on society. The bidding process is a hub link that gathers several parties and is prone to collusion. If reasonable risk management can be carried out in this link, the occurrence of illegal and illegal acts can be effectively curbed. The study of bidding collusion and its governance mechanism provides a very important guidance for improving the bidding system, establishing a scientific and reasonable governance system of collusion and creating a healthy market. It is of great significance to ensure the openness, fairness and justice of bidding activities and maintain the normal market economic order. This thesis analyzes through the method of project risk management. First of all, it points out the problems that may occur in the risk management of D Tendering Company by analyzing the enterprise profile, business process and risk management status of vertical collusion in government procurement projects of D Tendering Company. Secondly, the game theory is used to establish a model for analysis, and the corresponding countermeasures are designed according to the causes and mechanisms of the problems. Third, according to the relevant data and cases, the preliminary risk checklist was sorted out, relevant experts were organized to screen through questionnaire survey, and risks were identified, and eight major risks in four categories affecting the project were identified. Fourth, on the basis of identifying and studying the risk influencing factors of the project, combined with the actual situation of vertical collusion of company D's government procurement project, the AHP and fuzzy comprehensive evaluation methods are used to quantify and analyze, and the main risk influencing factors are obtained and ranked. Finally, according to the results of project risk identification and risk assessment, the strategies of vertical collusion risk response and monitoring of D Tendering Company's government procurement project are found. This thesis is committed to providing some basic theoretical and technical support for relevant participants in government procurement bidding, especially bidding agency companies, and providing useful basis and reference through the research on risk management of vertical collusion in government procurement projects of D Tendering Company.
