中文摘要:随着国企改革的逐步推进和大型企业的业务多元化发展,集团的资金集中管理应用越来越广泛,解决各个企业在进行资金集中管理过程中所存在的问题尤其重要。作者希望可以通过对A电信集团资金集中管理的问题及改进方案,让更多的集团企业,尤其是电信行业的企业了解资金集中管理方案,优化企业的资金集中管理,也能为有相似问题的其他集团企业提供一些解决思路。 目前A电信集团在资金集中管理方面存在:一、资金预算管理体系无法支持资金灵活使用的问题,通过预算组织结构的重新设计、修正电信收入预算偏差等措施,增强资金统筹运作能力;二、财务公司定位模糊、资金管理职能不突出,进而导致账户出现冗余,增加管理成本的问题,通过优化财务公司的资金管理职能及信息化平台建设,提高财务公司账户的使用效率,强化其资金管理职能;三、资金风险防控能力较弱,对子公司资金投放方向没有严格把关,募集资金缺乏合规性风险管理,第三方支付账户的资金安全未有效管控等问题,通过风险评估定量化分析、构建全面风险管理体系等强化资金集中管理模式下的风险管控;四、资金集中管理下的涉税问题,通过加强资金集中管理的纳税规范优化。完善其资金集中管理体系,充分调动各部门进行配合,提高集团整体资金管理水平。 结合A电信集团的实际情况和自身特点,优化A电信集团资金集中管理的问题,使A电信集团能够灵活资金运作的同时,降低风险,提高资金使用效率。希望对提升公司的财务管理水平提供有效帮助,并给电信行业的集团企业及其他集团企业提供借鉴。 
英文摘要:With the gradual advancement of the reform of state-owned enterprises and the diversified development of the business of large enterprises, the centralized fund management of the group has been applied more and more widely. It is particularly important to solve the problems existing in the process of centralized fund management of various enterprises. The author hopes to make more group enterprises, especially those in the telecom industry, understand the centralized fund management scheme, optimize the centralized fund management of enterprises, and provide some solutions for other group enterprises with similar problems through the problems and improvement plans of the centralized fund management of A Telecom group. At present, A Telecom Group has problems in centralized fund management: (1) The fund budget management system cannot support the flexible use of funds. Measures such as redesigning the budget organizational structure and correcting telecom revenue budget deviations have been taken to enhance the ability to coordinate and operate funds; (2) The positioning of financial companies is vague and their fund management functions are not prominent, which leads to account redundancy and increases management costs. By optimizing the fund management functions and information platform construction of financial companies, we can improve the efficiency of the use of financial company accounts and strengthen their fund management functions. (3) The ability to prevent and control fund risks is weak, the direction of subsidiary fund investment is not strictly controlled, the raised funds lack compliance risk management, and the fund security of third-party payment accounts is not effectively controlled. Through risk assessment, quantitative analysis, and the construction of a comprehensive risk management system, risk management under the centralized fund management mode is strengthened; (4) The tax related issues under centralized fund management should be optimized by strengthening the tax regulations of centralized fund management. Improve its centralized fund management system, fully mobilize the cooperation of various departments, and improve the overall fund management level of the group. Based on the actual situation and characteristics of A Telecom Group, optimize the centralized management of A Telecom Group's funds, enable A Telecom Group to flexibly operate funds, reduce risks, and improve fund utilization efficiency. I hope to provide effective assistance in improving the company's financial management level and provide reference for group enterprises in the telecommunications industry and other group enterprises.
