| 中文摘要: | 国企二级综合医院是我国医疗卫生事业中的重要组成部分,虽然国家在医疗改革方面出台了一系列支持国企二级综合医院转型的政策,但是国企二级综合医院在当前医疗市场的生存现状任然较为严峻。由于民众对医疗的需求往往趋于高点,使得二级综合性医院资源闲置问题较为严重。二级综合医院现在继续对自己重新进行定位,尤其是是否转型,如何发展的问题。国企二级综合医院该怎样解决困难,找准医院自己的优势与特色,实现可持续发展,已经成为急需解决的问提,受到了社会上的极大关注。 与此同时,肾脏病市场具有较高的价值和潜力,随着人口老龄化和生活方式的改变,肾脏疾病的患病率逐年增加,对肾脏病的预防、诊断和治疗需求也逐渐增加。肾脏疾病治疗的费用较高,加上患者人数的增加,也带动了肾脏病市场的快速增长。然而,肾脏疾病市场也存在一些问题和空缺。国企二级医院如何克服经营压力,提高服务能力以满足患者的需求,增加医院的收入来源,从而提升医院的生存能力和市场竞争力已经成为当下最需解决的问题,是否可以将肾脏病专科医院作为目标将医院进行转型具有一定的研究价值。 本论文通过查阅大量有关政府二级综合医院与企业二级综合医院的运营现状、转型与发展路径研究等参考文献,研究国家卫生部与各大城市出台的医疗改革政策,分析近几年卫生信息统计年鉴与流行病学文件,运用了文献研究法、PEST 分析法等研究方法,分析医院的内外部优势以及阻碍其发展的各种因素,在资源基础观的基础上采用 SWOT 分析策略组合和聚焦战略来制定医院转型的发展战略,从加强医院自身学科提升、提高医院核心竞争力等角度入手,进行精准定位,从理论合理的角度转型。然后仔细地描述了国企综合医院的三种典型战略转型路线,国企二级综合医院目前处在不同的困境中,需要根据各医院自己的情况及当地政策,从各种适合医院发展的战略中抉择。 在文献分析和梳理的基础上,结合攀钢集团成都医院所在地区医保政策与当地医疗市场情况的相关研究与实际操作,提出将攀钢集团成都医院转型为专科医院的可能性。通过研究和分析,我们可以为国企二级综合医院的转型提供宝贵的经验和指导,从而形成一种普遍适用的战略转型模式,为更多的国企二级综合医院提供参考,并为国家卫生行政管理部门在安排城市医疗资源和制定医疗服务体系时提供重要的理论依据。 | |
| 英文摘要: | Secondary general hospitals owned by the state are an important part of China's medical and health endeavors. Despite the fact that the state has issued a number of policies to support the transformation of state-owned secondary general hospitals as part of medical reform, the survival status of state-owned secondary general hospitals in the current medical market remains bleak. Because people have a high demand for medical care, the problem of idle resources in secondary general hospitals is more serious. Second-level general hospitals continue to reposition themselves, particularly in terms of whether to transform and how to grow. How to overcome difficulties, identify the hospital's unique advantages and characteristics, and achieve long-term development has become a pressing issue that has piqued the public's interest. At the same time, the kidney disease market is very valuable and has a lot of potential. With the aging of the population and changes in lifestyle, the prevalence of kidney disease is increasing year by year, as is the demand for kidney disease prevention, diagnosis, and treatment. The high cost of kidney disease treatment, together with an increase in the number of patients, has also fueled the rapid growth of the kidney disease market. However, there are some issues and vacancies in the market for kidney disease. The most pressing problem to be solved is how to overcome operating pressure, improve service ability to meet patient needs, increase the hospital's income sources, and thus enhance the hospital's viability and market competitiveness. As a result, it is worth investigating whether it is possible to transform the hospital into a kidney disease specialist hospital. In this paper, we study the medical reform policies issued by the Ministry of Health and major cities, as well as the statistical yearbook and epidemiological documents of health information in recent years, by consulting a large number of references about the operation status, transformation, and development path of government secondary general hospitals and enterprise secondary general hospitals. This paper analyzes the hospital's internal and external advantages, as well as various factors that impede its development, using the research methods of literature research and PEST analysis. The resource-based perspective is used to develop the hospital transformation development strategy, which includes a SWOT analysis strategy combination and a focus strategy. From a theoretically reasonable standpoint, the hospital is accurately positioned and transformed, beginning with the perspectives of strengthening the promotion of the hospital's own disciplines and improving the hospital's core competitiveness. The paper then describes three typical strategic transformation routes of state-owned general hospitals in detail. State-owned secondary general hospitals are currently facing a variety of challenges, and they must select from a variety of hospital development strategies based on their specific circumstances and local policies. This paper proposes the possibility of transforming Panzhihua Iron and Steel Group Chengdu Hospital into a specialized hospital based on literature analysis and combing, as well as relevant research and practical operation of medical insurance policy and local medical market situation in the area where Panzhihua Iron and Steel Group Chengdu Hospital is located. We can provide valuable experience and guidance for the transformation of state-owned secondary general hospitals through research and analysis. As a result, this can serve as a universally applicable strategic transformation model, a reference for more state-owned secondary general hospitals, and an important theoretical foundation for the national health administrative department in organizing urban medical resources and developing medical service systems. | |
