中文摘要:在城市经济发展和城市生产中,产业园区一直是较为重要的载体和聚集地,尤其是国家和省级的经济开发区,它们承担着国家和地区重大发展、改革开放的战略任务,在改革开放的进程中,发挥着改革“试验田”的重要作用,也是经济发展的巨大引擎。但30多年的高速发展后,随着我国经济发展逐渐从追求数量到追求质量的转变,以及经济开发区相关政策优势的退却,经营传统业务的产业园区的深层次矛盾也逐渐显现,普遍存在如缺乏顶层设计、园区之间缺少战略协同效应、定位不清晰,同质化竞争导致产业链集聚难,产业层次不高、园区发展缺乏特色等问题。同时传统产业园行业多以重资产运营模式为主,企业往往需要投入大量资金进行开发建设,项目周期长,导致资产周转较慢,资金回笼难,导致产业园公司的负债较多,资产负债率较高,面临的偿债压力较大。在此背景之下,园区的经营管理者在日常经营活动中,如何有效辨识、评估和控制财务风险,显得尤其重要。 本文选取天津经济技术开发区的K国有产业园运营公司为例,研究其财务风险管理问题。文章充分考虑案例公司所处园区行业的特点,结合案例公司财务风险管理现状,按照问题导向的研究思路对其财务风险管理进行全面的梳理,提出K公司在财务风险识别、评估、控制方面存在的问题,并从系统和业务层面分别分析其成因。随后针对风险管理问题的成因,对应地提出可以通过探索创新型融资方式、加强投资项目的前期论证、搭建增值服务体系拓宽收入来源等,对K公司的财务风险管理进行优化。全文充分阐述了相关问题、形成的原因、并提出切实可行的应对对策,力争为行业内类似企业的风险管理问题提供一定参考。 
英文摘要:Industrial parks are an important carrier of urban economic development and the main gathering spot of urban production space. Especially the national and provincial economic development zones, undertaking the strategic tasks of national and regional development and reform and opening up, are powerful engines to drive regional economic development, and play an important role of reform pilot fields and open platoons in the process of reform and opening up in China. However, after more than 30 years of rapid development, with the reform of economic development in recent years focusing from quantity to quality, and the gradual weakening of the policy advantages of the development zones, industrial parks operating traditional business are facing the challenge of transformation and upgrading. The traditional way to opertate industrial parks is always based on the heavy-asset model, for enterprises often need to invest a large amount of money for construction. The long investment cycle results in slow asset turnover and difficult fund withdrawal. Correspondingly, the industrial park companies which running traditional business have more liabilities, a higher ratio of assets to liabilities, and a greater pressure on debt servicing. Therefore, how managers effectively identify, analyze and control financial risks in their daily business activities is becoming more and more important. This paper selects the K State-owned company, which takes the industrial park operating as the main business in Tianjin Economic and Technological Development Zone, as an example to study its financial risks management. The paper fully considers the characteristics of the park industry in which the case company is located, combines the current situation of the case company's financial risk management, and conducts a comprehensive review of its financial risk management based on a problem-oriented research approach. It proposes the issues in the identification, evaluation, and control of financial risks in Company K, and analyzes their causes from different perspectives . Subsequently, in response to the causes of risk management issues, it is proposed that the financial risk management of K Company can be optimized by exploring innovative financing methods, strengthening the early stage demonstration of investment projects, building a value-added service system, and expanding revenue sources. The paper fully elaborates the related problems, the background of their formation, and puts forward practical measures, striving to provide some reference for solving similar problems in this field.
