中文摘要：	知识社会的主导活动是以科学创新、技术创新和社会创新等为特征的项目活动，以创新项目活动为主的知识经济必然会用不同于农业经济和工业经济的“运营导向型”的社会形态，而需要采用面向创新项目活动的项目导向型社会形态。因此，项目导向型社会就成为了知识经济时代的社会形态。项目导向型社会的评价问题是影响到我国项目导向型社会建设和发展的关键性问题之一。为了提升我国在知识经济时代的整体竞争力，需要我们开展项目导向型社会的评价工作。只有深入探讨我国项目导向型社会的评价指标体系与评价模型，才能够更好地识别出我国项目导向型社会中存在的缺陷和不足，从而识别出努力和改进的方向，推动我国的项目导向型社会的发展和进步。 本研究旨在通过对国际项目导向型社会评价体系的深入研究，结合我国社会经济发展的现实和独特性，通过与欧洲项目导向型社会评价与建设的对比，通过深入的理论探讨和多层次的深度访谈，开发出适合我国实际需要的项目导向型社会的评价体系和评价模型，从而为我国项目导向型社会的建设提供理论指导和实践支持。 本研究主要的研究内容如下： 首先，研究了我国项目导向型社会的构成。通过对现有关于项目导向型社会的评价与研究文献的深入分析与探讨，结合欧洲项目导向型社会的评价体系以及我国社会的基本构成单元，通过理论分析、比较研究和深度访谈的方法，识别出了我国项目导向型社会的构成体系。并且在分析我国特殊的历史、文化、制度以及经济发展等因素的基础上，分析了我国项目导向型社会及其构成单元的独特性。 第二，研究了我国项目导向型社会及其构成单元的特征。人类社会的发展有着自身深刻的历史过程和趋势，在各个阶段的表现和特征也有着重要的差异。在我国特殊的发展历程中，我国项目导向型社会及其构成单元的特征将有着自己显著的独特性，明晰这些特征有助于推动我国项目导向型社会的发展。这里主要是在借鉴欧美国家关于项目导向型社会研究的理论假设与原理的基础上，通过采用理论研究、比较研究的方法进行前期理论论证，然后通过专家访谈的方法进行最后确定的思路和研究方法，分析和探讨了我国项目导向型社会及其构成单元的独特特征，从而为进一步提出指标体系奠定基础。 第三，研究了我国项目导向型社会的评价指标体系和评价模型。评价指标体系和评价模式是评价我国项目导向型社会最基本和最关键的工具。通过特征的分析，并结合欧洲项目导向型社会、项目管理成熟度模型等的指标，进一步结合大规模的深度访谈，按照我国项目导向型社会中不同主体的核心价值、核心功能推演出其核心特征，并在此基础上进一步演绎出评价的指标体系。然后进一步通过深度访谈的方法来确定模型的表现形式和模型中各个指标的权重。并以天津市为例论证了评价指标体系和评价模型的科学性和可行性。 第四，研究了我国项目导向型社会评价的保障方法。项目导向型社会的评价工作是一项系统工程，需要多个组织的参与才能完成。为此需要根据我国项目导向型社会评价项目的特点，开发相应的评价组织与管理模式、评价的过程方法以及评价的资源保障方法。 本研究所提出的社会构成体系、社会构成体系中主要组织的特征、评价的指标体系与评价模型等，都是建立在深入的理论分析和深度访谈的基础上的。通过对我国的一些政府部门主要领导、企业的领导以及项目导向型社会研究领域的专家学者的深度访谈，获得了大量的一手资料，提高了研究成果的科学性。 本论文的价值和创新之处主要体现在以下四个方面： 第一，本研究分析得出了我国项目导向型社会两个核心构成单元（政府和企业）的核心功能与特征。在欧洲项目导向型社会研究成果的基础上，结合我国社会的独特性，指出我国项目导向型社会是由项目导向型政府和项目导向型企业为核心构成的。并分别对项目导向型政府和项目导向型企业的功能与特性进行了系统的分析。这与欧洲项目导向型社会评价中的将政府和企业等同来看待的观点有着重要差异，本研究的结果更加科学也更加符合我国社会经济发展的现实。 第二，分析提出了我国项目导向型社会评价的指标体系。分析了欧洲项目导向型社会评价的指标体系，并结合我国项目导向型社会的构成单元的特征，在访谈结果的基础上，开发出了包含组织内部指标和效果指标两类核心维度的评价指标体系。将组织内部指标与效果指标相结合，是对欧洲项目导向型社会评价指标体系的改进和完善，超出了仅仅从内部指标的角度评价项目导向型组织的层次。 第三，提出了我国项目导向型社会的评价模型。在确定评价指标体系指标权重的基础上，通过加权求和的方法来确定项目导向型社会评价的最终评价值。并分别提出了项目导向型政府、项目导向型社会和项目导向型社会评价模型。对评测结果分级进行了应用说明。 第四，提出了系统的科学性和高效性的评价方法，包括评价的组织方法、评价的过程方法和评价的资源保障方法。项目导向型社会的评价主体通过政府高层的协调组成， 由政府主管部门主导，专家团队提供智力支持，并将具体的调查工作外包给社会上专门的调查企业执行。需要严格按照项目管理的方式和管理过程以及资源保障模式开展具体的评价工作。这种方法体系与欧洲的依靠公益性项目管理协会来进行的方法体系相比，更具可行性，同时也更能够激发起不同地区的积极性，提升评价结果对于实践的指导价值。
英文摘要：	In knowledge society, projects, which are characterized as science innovation, technology innovation, and society innovation, have been the core activities. And, project is totally different from operation, which means that social formation has to be changed from operation-oriented model to project-oriented model, because the operation-oriented model is designed to suit for agricultural society and industrial society. And so, project-oriented society that is oriented towards innovation activities becomes the social formation in knowledge society. The evaluation of project-oriented society is the critical foundation to build and develop our project-oriented society. So, in order to advance Chinese competence in the world, it is needed to evaluate our project-oriented society. And the evaluation index system and the evaluation model contribute greatly for us to see the shortcomings in our project-oriented society, which can show us the reformation direction and how to promote social development. By researching the evaluation system of the project-oriented society from Europe and USA, combing the realities and the specialties of China social and economic development, and the building procedure of European project-oriented society, this study aims at construct our project-oriented society evaluation system and evaluation model to guide the building of our project-oriented society. In this procedure, theory development and deep interview are adopted. The main contents of this dissertation include the following aspects. Firstly, the components of our project-oriented society are studied. Because the European project-oriented society had been studied and investigated for many years, and its development progress and environment have great different from our country, and we must find out the differences between our country and European project-oriented society system. It does deeply study on the composition our project-oriented society, and the critical characters which are greatly different from European project-oriented society. In doing this part of research, the study report and papers related to project-oriented society are interviewed, the compositions of general society are studied, and lots of experts are interviewed. Secondly, the characters of our project-oriented society and its components are studied. Society takes its own steps to develop, which determines the characters of different process. And so, only if we find out the characters of our project-oriented society, can we know how to evaluate and how to improve the whole society. On the basis of the social components, combing the development progress and the tendency of human being society, analyzing the assumption and the principle of European project-oriented society study, taking theory study and comparison study method, the main characters of our project-oriented society and the components are studied. And then experts are interviewed to verify the characters. Thirdly, the evaluation index system and the evaluation model are studied. The evaluation index system and the evaluation model are the foundation to evaluate the project-oriented society. On the basis of the characters of our project-oriented society, combing the European project-oriented society evaluation model and the organization project management mature model, this dissertation discusses the evaluation index system and the evaluation model on the theory. And then experts are invited to evaluate the index system and the model. In this process, the index and the weight are discussed. Fourth, how to guarantee the quality of the evaluation process is studied. The evaluation is a great system, if we cannot give a scientific and practical evaluation process method, it will do nothing. So, the organization system, the evaluation procedure system, and the resources supply system are studied. The whole study procedure is based on the scientific procedure and methods. The social composition system model, the characters of the project-oriented society and the components, the evaluation system and the evaluation model, are all based on the deep theory study and the deeply interview. Many governors, enterprise top mangers, and experts in project-oriented society are interviewed to evaluate and advise the whole study. There are four main innovations in this dissertation. Firstly, the author finds out the integrants of our project-oriented society. The project-oriented government and the project-oriented company are the two main parts of our project-oriented society. The function and specific property of the government and the company are identified. Secondly, put forward the evaluation index system of our project-oriented society. The author finds out the functions and the characters of the project-oriented government and the project-oriented company in our country. The whole evaluation system containing organization index system and effectiveness index system is given to analyze the project-oriented government and the project-oriented company separately. Thirdly, the project-oriented society evaluation model is established. On the basis of the evaluation index system, by deeply interview, the author gives the weight of the indexes, and the weighted mean value can be calculated to show de evaluation results. And the evaluation models of the project-oriented government and the project-oriented company are also been established. In this process, the index and the weight are discussed. Fourth, in order to guarantee the quality of the whole evaluation, a rigorous evaluation organization method, evaluation procedure method, and resource supply method is established. The evaluation should be lead by specialized government department and supported by expert team. The practical investigation should be done by the investigation companies. The whole work should be separated into several process and management through project management method. This system is more practical than the European evaluation system, and can make good use of the evaluation result to guide the practice.
