中文摘要：	大数据时代，数据成为了国家战略资源，政府将掌握的数据资源进行开放，让数据能够为公众所用，能够促进数据价值的释放。作为政府开放数据和公众获取数据的重要载体，政府数据开放平台的建设至关重要。当用户在政府数据开放平台查找数据时，首先是进行检索，然而目前平台检索功能建设良莠不齐，同时缺乏对平台检索功能评价的相关研究。因此，探讨一套适用于政府数据开放平台检索功能的评价指标体系，不仅帮助用户找到所需的数据、提升检索效率，而且有利于促进平台的检索建设、提高政府服务水平。 基于此，本文以新公共服务理论为理论基础，首先使用文献分析法对政府数据开放平台评价、搜索引擎评价、数据库检索评价、站内检索评价等相关文献进行研究，从文献中提取可用于本文研究对象的指标。随后利用案例分析法，选取了四个具有特色的政府数据开放平台作为案例开展检索功能研究，提取了案例的特色指标。而后，运用专家调查法和层次分析法，对指标体系及权重进行确立，最终创建的评价体系包含检索基础、检索方式、检索效果、检索结果处理4个一级指标、10个二级指标。同时，本文将政府数据开放平台的热门数据集及随机抽取的数据集进行标题文本处理，编制了20道检索功能测试问题，应用在评价政府开放数据平台检索功能的评价中。最后，本文利用构建的评价指标与配套测试问题，对20个省级及直辖市政府数据开放平台的检索功能进行了实证评价研究。 实证研究证明了本文评价体系的有效性与可行性，同时研究发现目前仅有20%的省级及直辖市政府数据开放平台的检索功能得分处于及格线以上，80%的平台得分在及格线以下。针对此现象，本文从检索方式、检索结果处理、检索基础建设三个方面提出改进措施，以期优化政府数据开放平台的检索功能，促进服务型政府的建设。
英文摘要：	In the era of big data, data has become a national strategic resource. The government will open up the data resources it holds so that the data can be used by the public and can promote the release of data value. As an important carrier of open government data and public access to data, the construction of an open government data platform is crucial. When users are looking for data on a government open data platform, their first choice is to search, but the current platform search function is of mixed quality, and there is a lack of relevant research on the evaluation of the platform search function. Therefore, exploring a set of evaluation index system applicable to the retrieval function of the open government data platform will not only help users find the data they need and improve retrieval efficiency, but also help promote the construction of the platform's retrieval and improve government services. Based on this, the paper uses the New Public Service Theory as the theoretical basis, and uses the literature analysis method to analyse the literature related to government data open website evaluation, search engine evaluation, database retrieval evaluation, and station retrieval evaluation, and extracts indicators from the literature that can be used for the research object of this paper.Subsequently, using the case study method, four characteristic open government data platforms were selected as cases to carry out research on retrieval functions, and the characteristic indicators of the cases were extracted. After that, the index system and weights were established by using expert survey method and hierarchical analysis method, and the evaluation system finally created contains 4 first-level indexes of retrieval basis, retrieval mode, retrieval effect and retrieval result processing.and 10 second-level indexes. At the same time, this paper processed the popular datasets of the open government data platform and randomly selected datasets with title text, and compiled 20 retrieval function test questions to be applied in the evaluation of the retrieval function of the open government data platform. Finally, this paper conducts an evaluation study on the search function of 20 provincial government open data platforms. The empirical study proves the validity and feasibility of the evaluation system in this paper, but at the same time, it is found that only 20% of the provincial and municipality directly under the central government data open platforms score above the pass mark in terms of retrieval function, while 80% of the platforms score below the pass mark. For this phenomenon, the paper proposes improvement measures in three aspects: retrieval mode, retrieval result processing, and retrieval infrastructure construction, in order to optimize the retrieval function of the open government data platform and promote the construction of service-oriented government.
