中文摘要:目前,我国建筑工程企业大多采用建筑企业总承包、专业分包、劳务分包的模式进行工程建设,这样的管理模式能够利用资源合理分配,但对管理的要求变高,尤其是施工一线的劳务队伍管理,劳务分包商是施工管理的重要一环,劳务成本在整个项目成本中占比接近30%,是工程施工的最根本所在。劳务分包模式虽然能够使资源有效合理分配,但在实际过程中,劳务分包队伍的管理存在许多问题。 D专业化工程公司作为国有企业从事专业化工程施工,在劳务分包商管理过程中因劳务队伍选择评价不规范导致的问题,不仅严重影响施工企业的信誉和利益,对整个工程建设都产生不利影响。本文通过阅读大量参考文献和考察调研,对D专业化工程公司劳务分包商的管理现状进行分析,认为该公司在劳务分包商的评价选择中存在问题,并进行深入的问题分析查找原因,归纳总结了D公司在劳务分包商的选用中缺少系统科学的指标体系,对劳务分包商的评价太过主观,现有的劳务分包商选择评价体系不能满足实际需求。针对以上问题通过大量文献分析和专家访谈设计了符合D公司实际的劳务分包商选择评价指标体系,并运用层次分析法为各项指标计算权重,利用TOPSIS法为评价的选择进行有效筛选和排序,提供最优解,完善了D公司在劳务分包商选择中的短板,最后对论文的研究内容进行总结和展望。 本文针对D专业化工程公司劳务分包商选择和评价指标体系以及选择决策进行了优化,对建筑行业尤其是专业化工程施工劳务分包商的选择评价起到参考作用。 
英文摘要:At present, general contracting, professional subcontracting, and labor subcontracting modes have been adopted in construction works by most of the construction engineering enterprises in China to reasonably allocate resources, but these modes demand a higher management level, especially for the labor team at the front line of construction. Labor subcontractors are an important link of construction management, and the labor cost accounts for nearly 30% of the whole project cost, which is a fundamental part of construction works. Although the advantage of effective and reasonable resource allocation is obvious in the labor subcontracting mode, there are many problems in the management of the labor subcontracting team in practice. As a state-owned enterprise engaged in specialized engineering, D Specialized Engineering Company suffered from problems caused by the irregularity in selection and evaluation of labor team in the labor subcontractor management, which not only seriously affected the reputation and interests of the Company, but also adversely influenced the whole engineering construction. Through studying abundant documents and conducting field investigation, this thesis analyzed the current situation of labor subcontractor management of D Specialized Engineering Company and came to the conclusion that there were problems in the selection and evaluation of labor subcontractors by the Company, and the reasons shown in subsequent in-depth analysis of aforesaid problems were summarized as lack of systematic and scientific indicator system in the selection of labor subcontractors, too much subjectivity in the evaluation of labor subcontractors, and the failure of existing selection and evaluation system of subcontractors to meet the actual demand. In response to the above problems, through extensive literature analysis and expert interviews, a labor subcontractor selection and evaluation index system was designed to meet the actual need of D Company, hierarchical analysis was used to calculate the weights for each index, and TOPSIS method was applied to effectively filter and rank the selection results and provide the optimal solution. Thus, the weaknesses of D Company in the selection and evaluation of labor subcontractors were improved. Finally, it is the summary and outlook of the research in this thesis. This thesis optimizes the index system and decision-making methods for the selection and evaluation of labor subcontractors of D Specialized Engineering Company, which can serve as a reference for the selection and evaluation of labor subcontractors in the construction industry, especially in specialized engineering construction.
