| 中文摘要： | 近年来，中国经济的不断进步，疏浚行业取得了世界瞩目的成就，一个个 港口航道建设的超级工程成为中国的一张张名片，为国民经济发展、稳定就业 发挥了积极的作用，但随着 2018 年中国围填海成陆政策发布及我国港口航道建 设趋于饱和，疏浚施工行业内竞争加剧，为了争夺市场，疏浚施工企业承揽了 更多的延付类、垫资类、投资类项目，同行业企业争夺项目合同趋于白热化； 地方政府债务压降传递至地方平台性企业，款项支付不及时，造成疏浚施工企 业现金流不畅，资金压力大，企业融资问题不断凸显，融资费用高企，侵蚀企 业效益呈现快速上升趋势，融资问题给企业同时带来了较大的运营风险，到期 债务还款压力大，资金持续紧张甚至会出现断裂的风险，因此有效处理好融资 已成为企业管理者需要棘手解决的问题。 本文主要运用文献研究法、案例研究法，将理论与 TJ 疏浚公司的实际情况 相结合，研究发现 TJ 公司融资渠道受限且成本高、融资出现错配、融资缺乏计 划性等问题，通过对原因进行分析，提出改善 TJ 公司融资的优化方法，主要为 扩宽融资渠道、运用新型的融资模式、改善融资结构与企业发展相匹配以及建 立科学机制、提升融资效率等，为 TJ 公司设计出一套新的能够切实解决其融资 问题的方案。新管理方案不仅能够解决现有方案中的问题，还能够带来一些新 的优势，更好地助力企业的发展。此外，新方案中设计的一些做法和制度也可 以为其他类似疏浚施工企业提供一些借鉴。 | |
| 英文摘要： | In recent years, with the continuous progress of China's economy, the dredging industry has made remarkable achievements in the world. A number of super projects of port and waterway construction have become a business card of China, playing a positive role in the development of the national economy and the stability of employment. However, with the release of China's reclamation policy and the saturation of China's port and waterway construction in 2018, the competition in the dredging construction industry has intensified. In order to compete for the market,Dredging construction enterprises have contracted more deferred, advanced and investment projects, and the competition for project contracts among enterprises in the same industry tends to be white-hot; The pressure drop of local government debt is transferred to local platform enterprises, and the payment is not timely, resulting in the poor cash flow of dredging construction enterprises, high capital pressure, and enterprise financing problems continue to highlight, high financing costs, and erosion of enterprise benefits showing a rapid upward trend. The financing problems also bring greater operational risks to enterprises, and the pressure of repayment of matured debt is high, and the funds will continue to be tight, even the risk of fracture,Therefore, effectively handling financing has become a thorny problem for enterprise managers. This article mainly uses literature research and case study methods to combine theory with the actual situation of TJ Dredging Company. The study found that TJ Company has limited financing channels and high costs, financing mismatches, and lack of planning in financing. By analyzing the reasons, it proposes optimization methods for improving TJ Company's financing, mainly by expanding financing channels, using new financing models To improve the matching of financing structure with enterprise development, establish scientific mechanisms, and improve financing efficiency, design a new set of solutions for TJ Company that can effectively solve its financing problems. The new management plan can not only solve the problems in the existing plan, but also bring some new advantages to better assist the development of the enterprise. In addition, some practices and systems designed in the new plan can also provide some reference for other similar dredging construction enterprises. | |
