中文摘要:技术创新在全球科技革命和产业革命快速迭代的背景下,是企业获取竞争优势的关键来源。近年来,我国作为制造大国虽然科技创新能力显著提升,但是仍然面临着核心技术供给不足,前沿技术不够等问题。当前这些问题的解决离不开自身技术创新管理水平的不断提高,尤其作为创新重要载体的中小化工企业,缺乏系统性的技术创新管理,是羁绊其技术创新绩效的重要障碍。 本文采用文献研究和案例研究的方法,对技术创新管理相关文献进行梳理,厘清技术创新管理分析框架,通过内部调研获取S化工公司技术创新管理现状。 本文主要认为S化工公司在技术创新管理方面存在以下问题:对技术创新战略制定缺乏科学性;对自身产品和工艺的生命周期认识不足,导致产品和工艺创新定位不准,造成资源浪费;技术创新流程管理缺乏规范;组织要素与技术要素对技术创新支撑力度不够,与技术创新匹配度较低。针对以上问题提出优化措施:(1)结合自身优劣势,科学选择与制定匹配的技术创新战略;(2)通过技术创新动态过程模型,对应自身产品和工艺生命周期,明确产品和工艺创新的定位;(3)借鉴“一体化”创新理念,调整组织结构;(4)设计研发管理流程和项目管理流程;(5)提供不同情境下,技术的最优获取方式。并从内部制度保障、文化保障、资源保障方面提出保障措施。 本文主要创新点在于研究视角的创新,考虑技术创新成败因素,以技术创新管理要素和技术创新过程管理为视角,为技术创新管理研究提供了新的研究视角。同时,为中小化工企业技术创新管理实践提供参考框架,为其中掌握技术创新管理工作重点和采取全过程管理提供了实践参考意义。 
英文摘要:Under the background of rapid iteration of global scientific & technological and industrial revolution, technological innovation is the key source for enterprises to gain competitive advantage. China do significantly contribution to its scientific and technological innovation capabilities, it still faces problems such as insufficient supply of core and frontier technologies. The continuous improvement of their own technological innovation management level is critical, especially for SMEs, which are important carriers of innovation. This paper uses the methods of literature research and case study to sort out the literature and clarifies the analytical framework of technological innovation management, and to do S Chemical Company 's internal research to analyze its technological innovation management status. This paper mainly believes that S chemical company has the following problems in technological innovation management: lack of scientific formulation of technological innovation strategy; insufficient understanding of the life cycle of their own products and processes leads to inaccurate positioning of product and process innovation, resulting in waste of resources; the matching degree between organizational innovation and technological innovation is low; technological innovation process management to be improved. Considering above problems, optimization measures are proposed: (1) from the perspective of market competition, combined with their own advantages and disadvantages, choose a matching technology innovation strategy; (2) Through the U-A model, corresponding to their own product and process life cycle, clear positioning of product and process innovation; (3) Learn from the “Verbund” innovation concept, adjust the organizational structure; (4) Design R & D management process and project management process; (5) Provide different ways to acquire technology in different situations. The safeguard measures include: internal system guarantee, cultural guarantee, resource guarantee, etc. And to integrate into the innovation ecosystem, focusing on comprehensive innovation, responsible innovation as the development direction. The main innovation of this paper lies in the research perspective, considering the success or failure factors of technological innovation, it provides a new research perspective for the practice of technological innovation management from the perspective of technological innovation management key factors and process. It provides a reference framework for technological innovation management of small and medium chemical enterprises.
