中文摘要：	督查制度在中国实践颇丰，既是中国国家治理体系中一项特色制度，也是国有企业内部监督体系的组成部分。实践中，督查对于推动国有企业党的路线方针政策落实、推进国有企业党组织和各级经营者科学民主决策、监督重要任务完成等起到显著作用，但也暴露出督查范围不清、督查方式不明、缺少组织保障等诸多问题。优化国有企业督查制度，对于进一步健全国有企业内部建设、提升治理效能、提高企业效率、保障国有资产保值增值等均具有重要意义。 本文采取文献调研、案例分析等方法，梳理了国有企业治理及监督相关理论、概念，对比研究国外发达国家公司监督机制，并对中国国有企业督查制度进行深入分析，归纳存在问题和制约督查制度进一步发挥作用的原因，选取中国中央企业下属企业三个典型案例进行分析，进而从体制、机制、组织架构等方面，给出进一步优化国有企业督查制度、发挥督查制度作用的三个方面建议。 传统上对中国督查制度的研究集中于政府督查领域，国有企业却少有涉及。本文创新之处主要体现在对国有企业督查制度的系统研究，借鉴国外企业监督制度和中国国有企业的实践经验，提出优化国有企业督查制度的对策，得出具有借鉴意义和可操作性的研究结论。
英文摘要：	The supervision system has been widely practiced in China, which is not only a characteristic system in China's national governance system, but also a component of the internal supervision system of state-owned enterprises. In practice, supervision has played a significant role in promoting the implementation of the Party's line, principles, and policies in state-owned enterprises, promoting scientific and democratic decision-making by Party organizations and managers at all levels in state-owned enterprises, and supervising the completion of important tasks. However, it has also exposed many issues such as unclear scope of supervision, unclear methods of supervision, and lack of organizational support. Optimizing the supervision system of state-owned enterprises is of great significance for further improving the internal construction of state-owned enterprises, improving governance efficiency, improving enterprise efficiency, and ensuring the preservation and appreciation of state-owned assets. This article adopts the methods of literature research, case analysis, and other methods to comb out the relevant theories and concepts of state-owned enterprise governance and supervision, compare and study the company supervision system of foreign developed countries, and conduct in-depth analysis of China's state-owned enterprise supervision system. It summarizes the existing problems and the reasons for restricting the further functioning of the supervision system, and further provides further improvements in terms of system, mechanism, organizational structure, and other aspects Three suggestions for optimizing the supervision system of state-owned enterprises and giving full play to the role of the supervision system are selected to analyze and illustrate typical cases of enterprises subordinate to central enterprises in China. Traditionally, the research on China's supervision system has focused on the field of government supervision, while state-owned enterprises have rarely been involved. The innovation of this article is mainly reflected in the systematic research on the supervision system of state-owned enterprises, drawing on the practical experience of foreign enterprise supervision systems and Chinese state-owned enterprises, proposing countermeasures to optimize the supervision system of state-owned enterprises, and drawing conclusions that are meaningful and operable for reference.
