中文摘要：	2020年9月22日，我国在75届联合国大会上宣布中国2030年前二氧化碳排放达峰目标和2060年前碳中和愿景，此后又在多个重大国际场合多次重申我国双碳战略将按时、保量完成。 双碳即碳达峰、碳中和的简称，其中碳达峰指二氧化碳排放量达到历史最高值，然后经历平台期进入持续下降的过程，是二氧化碳排放量由增转降的历史拐点，标志着碳排放与经济发展实现脱钩；碳中和指某个地区在一定时间内人为活动直接和间接排放的二氧化碳，与其通过碳汇相互抵消，实现二氧化碳净零排放。 本文先以国家双碳战略为背景，从案例公司的基本生态环境管理情况出发，运用PEST和SWOT分析法，结合案例公司生产运营使用的工艺、设备、原料并考虑政策、行业、经济、新技术等因素，对提出的问题进行分析；随后以风险规避、降低企业运营成本和响应国家双碳战略为原则，从生态环境管理三大系统：生态环境管理风险管理、生态环境管理关键因素管理、生态环境监测为MY公司生态环境管理提出改进策略；最后从组织、制度、企业文化三个维度分析了改进策略实施所需的保障。 随着国家对生态环境管理要求不断提高，企业面临的生态环境管理法律风险不断加大。本研究主题契合当前我国发展战略，符合企业提升生态环境管理水平需求，通过对案例公司生态环境管理改进策略的研究，为提高风电叶片制造型企业市场环境应对能力、风险面对能力、社会责任承担能力提供了一定的参考价值和借鉴作用。
英文摘要：	On September 22, 2020, at the 75th United Nations General Assembly, China announced its goal of reaching a peak in carbon dioxide emissions by 2030 and its carbon neutral vision by 2060. Since then, China has repeatedly reiterated on several major international occasions that its dual carbon strategy will be completed on time and with a guaranteed amount. "Double carbon" refers to the abbreviation of "carbon peak" and "carbon neutral", in which "carbon peak" refers to the process of carbon dioxide emissions reaching a historical peak and then experiencing a continuous decline during the platform period. It is a historical inflection point of carbon dioxide emissions from increase to decrease, marking the decoupling of carbon emissions from economic development; Carbon neutrality refers to the direct and indirect emissions of carbon dioxide from human activities in a certain region over a certain period of time, which offset each other through carbon sinks, achieving a net zero emission of carbon dioxide. What is the impact of China's carbon peak and carbon neutral strategy on enterprise ecological environment management? What improvements should be made to the existing ecological environment management of enterprises? This thesis starts with the national dual carbon strategy as the background, starting from the basic ecological management situation of the case company, using PEST and SWOT analysis methods, combining the process, equipment, raw materials used in the production and operation of the case company, and considering factors such as policy, industry, economy, and new technology, to analyze the proposed issues. Subsequently, based on the principles of risk avoidance, reducing enterprise operating costs, and responding to the national dual carbon strategy, improvement strategies for the ecological environment management of MY Company are proposed from three major systems of ecological environment management: ecological environment management risk management, ecological environment management key factors management, and ecological environment monitoring. Finally, it analyzes the guarantee required for the implementation of the improvement strategy from the three dimensions of organization, system, and resources. With the continuous improvement of national requirements for ecological environment management, enterprises are facing increasing legal risks in ecological environment management. The research theme of this thesis is in line with the current development strategy of China and the needs of enterprises to improve their ecological environment management level. Through the study of case companies' ecological environment management improvement strategies, it provides certain reference value and reference for improving the market environment response ability, risk facing ability, and social responsibility bearing ability of wind power blade manufacturing enterprises.
