| 中文摘要: | 自 2019 年年底新冠疫情爆发以来,公众的生活、工作都受到了极大的影响。 为了在疫情期间满足自身的信息需求,公众获取信息的渠道变得越来越多样。 不同的渠道有着不同的特征,公众也会产生一定程度的渠道偏好。渠道的选择 影响着公众获取信息的速度、内容与质量。疫情期间,社会公众对于政府信息 公开质量的要求也越来越高,政府公开相关信息的渠道也是评估政府信息公开 质量时的重要一环。 本文从五个章节对公众信息获取渠道以及公众对政府公开疫情信息渠道的 满意度进行研究。使用半结构访谈的方法收集数据,使用 NVivo 11 对访谈资料 编码,识别新冠疫情期间公众信息获取渠道类型、渠道特征、渠道选择影响因 素,初步渠道满意度的评价指标。通过政府公开相关信息获取渠道满意度调查 问卷完成数据收集,借助 excel 及 SPSS 对问卷数据进行统计分析。最后结合前 两章得到的研究结果,为公众在政府信息获取渠道选择决策及政府公开信息的 渠道建设提出建议。 研究结果如下:一、疫情期间,公众信息获取渠道可分为三类:个人渠道、 群体渠道与公共渠道,这些渠道具有内容、技术和用户三个方面的特征,个人、 环境以及渠道自身属性都会在公众选择信息渠道时产生影响。公众通过这些渠 道主要关注和获取个人行动信息、科普、流调、辟谣、求助建议、热点时事、 疫情进展及政策通知八类信息。二、公众最多使用信息公开渠道为社交媒体, 其次是大数据平台。公众对于政府公开信息的渠道总体是满意的,渠道内容方 面的评价是最高的,渠道运营机制方面评价相对较低,还有待改进的地方。男 性、女性在过程、内容、自身属性这三个维度的满意度评分上有显著不同,女 性的满意度评价高于男性,51~60 岁公众相较于其他人群表现出更高的满意程度, 不同年龄段、地区公众对政府公开信息获取渠道的满意程度差异均不显著。三、 依据研究结果本文从渠道信息公开过程、机制、内容及自身属性四个方面提出 政府公开相关信息渠道建设的五点建议,同时也为公众信息获取渠道选择提供 了三点建议与参考。 | |
| 英文摘要: | Since the outbreak of the COVID-19 at the end of 2019, the public's life and work have been greatly affected. In order to meet their own information needs during the epidemic, the public's access to information has become more and more diverse. Different channels have different characteristics, and the public will also have a certain degree of channel preference. The choice of channel affects the speed, content and quality of information accessed by the public. During the epidemic period, the public's requirements for the quality of government information disclosure are also getting higher and higher, and information disclosure channels are also an important part of assessing the quality of government information disclosure. This thesis studies the channels of public information access and the public's satisfaction with government information disclosure channels from five chapters. The semi-structured interview method was used to collect data, and NVivo 11 was used to encode interview data to identify the types of public information acquisition channels, channel characteristics, influencing factors of channel selection during the COVID-19 epidemic, and preliminary channel satisfaction evaluation indicators. Data collection was completed through the information disclosure channel satisfaction questionnaire, and statistical analysis was carried out with the help of excel and SPSS. Finally, combined with the research results obtained in the previous two chapters, it makes suggestions for the public's decision-making on the choice of government information acquisition channels and the construction of channels for government information disclosure. The research results are as follows: First, during the epidemic period, public information access channels can be divided into three categories: personal channels, group channels and public channels. These channels have the characteristics of content, technology and users. The attributes of individuals, environments and channels themselves will have an impact when the public chooses information channels. Through these channels, the public mainly pays attention to and obtains eight types of information: personal action information, popular science, circulation, rumor dispelling, help suggestions, current events, epidemic progress and policy notices. Second, the public uses the most information disclosure channels for social media, followed by big data platforms. The public is generally satisfied with the information disclosure channels, the evaluation of the content of the channels is the highest, and the evaluation of the channel operation mechanism is relatively low, and there are still places to be improved. Men and women have significant differences in satisfaction scores in the three dimensions of process, content, and their own attributes. The satisfaction evaluation of women is higher than that of men.The public aged 51 to 60 years old shows a higher degree of satisfaction than other groups, and the satisfaction of the public in different age groups and regions with the information disclosure channels is not significant.Third, According to the research results, this thesis puts forward five suggestions for the construction of government disclosure related information channels from four aspects.And also provides three suggestions and references for the selection of public information acquisition channels. | |
