中文摘要：	公共图书馆是人类文化信息交流的重要机构，是人民群众日常阅读、学习、文化交流的主要场所，对人类文化进步、获取知识具有重要意义。同时我们也必须清晰地认识到我国正处在公共安全事件激增、各类型的公共安全事件频发的特殊时期，各类突发公共事件对公共图书馆的发展、管理、服务提出了巨大挑战。在这一背景下，促进公共图书馆智慧化创新发展，提高公共图书馆的抗风险能力就显得尤为重要。 本研究试图通过对突发事件中公共图书馆的现状与创新发展过程中的困境进行分析，实地调研收集第一手资料，推动公共图书馆向智慧化创新发展，希望有助于完善公共图书馆在突发公共事件中经验总结，从而促进公共图书馆服务体系发展。本文从理论与实证研究相结合的角度，分析得出公共图书馆在面对突发公共事件时的现状与问题，并以此为基点提出向图书馆智慧化创新发展的针对性对策。 本文认为公共图书馆可以用智慧化创新发展的方法来应对在突发公共事件发生时的问题，这对提高公共图书馆的抗风险能力具有重要意义。但现阶段公共图书馆在智慧化创新发展过程中，硬件基础、服务形态、管理方式、法律支撑都存在一定不足，抗风险能力较弱。在全球疫情持续爆发、世界时局动荡不安的时代背景下，提高公共图书馆的应急能力是当下图书馆事业亟需解决的问题之一。为提高公共图书馆的应急水平，可积极推进公共图书馆智慧化创新发展，完善硬件智慧化水平、提升服务质量、提高人才队伍素质，逐渐发展成能应对突发公共事件的智慧型图书馆。本研究共包含图6幅，表12个，参考文献129篇。
英文摘要：	The public library is an important institution for human cultural information exchange, and a main place for people's daily reading, learning and cultural exchange. It is of great significance for human cultural progress and knowledge acquisition. At the same time, we must clearly recognize that China is in a special period when public security incidents are surging and various types of public security incidents occur frequently. All kinds of public emergencies pose great challenges to the development, management and service of public libraries. In this context, it is particularly important to promote the intelligent and innovative development of public libraries and improve the anti risk ability of public libraries. This research attempts to analyze the current situation of public libraries in emergencies and the difficulties in the process of innovation and development, collect first-hand materials through field research, and promote the intelligent and innovative development of public libraries, hoping to help improve the experience summary of public libraries in public emergencies, so as to promote the development of public library service system. Based on the combination of theory and empirical research, this thesis analyzes the current situation and problems of public libraries in the face of public emergencies, and puts forward targeted countermeasures for the intelligent and innovative development of libraries. This thesis argues that public libraries can use intelligent innovative development methods to deal with the problems when public emergencies occur, which is of great significance to improve the risk resistance of public libraries. However, in the process of intelligent innovation and development of public libraries at this stage, there are some deficiencies in the hardware foundation, service form, management mode and legal support, and the anti risk ability is weak. As the global epidemic continues to break out and the world is in turmoil, improving the emergency response capacity of public libraries is an urgent problem to be solved by the current library cause. In order to improve the emergency level of public libraries, we can actively promote the intelligent and innovative development of public libraries, improve the intelligent level of hardware, improve the quality of service, and improve the quality of the talent team, and gradually develop into a smart library that can respond to public emergencies.
