中文摘要:近两年,中央一号文件连续聚焦乡村振兴,针对有效衔接脱贫攻坚成果与乡村振兴战略、乡村振兴各项重点工作进行了全面部署与安排,进入“后扶贫时代”,乡村振兴战略被赋予了更丰富的时代内涵与意义,而发展涉农电子商务对乡村振兴战略有着全面的支撑作用。近年来,国家出台了一系列涉农电子商务专项政策,旨在充分发挥电子商务在攻克“三农”问题中的正向作用。而政策研究能够帮助我们探寻其背后的规律,优化国家政策体系,更高效地推进工作进程。 本文基于上述背景展开研究,首先梳理了中央及省级层面共计143份政策文本,探析出我国涉农电子商务政策的发文趋势、发文主体及发文主题变迁情况,从宏观层面把握政策发展趋势,为后续研究及最终政策优化建议的提出奠定基调与方向。其次,建立“基本政策工具-政策目标-政策效力”的三维分析框架,运用内容分析法进行各维度及维度间交叉分析,探究出供给型、环境型和需求型三类基本政策工具的分布情况,以及不同类型政策工具所作用的政策目标分布情况、政策效力情况。最后,在政策三维分析的基础上构建了我国涉农电子商务政策支撑乡村振兴战略实施的系统动力学模型,通过设计不同政策策略来模拟仿真现实情况,分析不同政策力度变更时乡村振兴相关指标的变化情况,旨在提出更具针对性、更贴合实际的政策建议。研究发现,我国涉农电商政策部署已迈入“提质”的关键阶段,从中央统筹到省级落实的体系已基本搭建完成,当前政策工具布局方案总体合理,但仍存在部分优化空间。 最终,基于研究发现提出以下政策建议:“提质”阶段需强化政策总体发力及政策工具间的协同效应,加大政策发布数量及内容单元力度,适当调整政策工具的比例布局;供给型政策仍需“打基础”,应聚焦信息通道要素的保障,推进乡村新型基础设施建设,撬动电商协会、乡村书屋等社会力量的参与。同时,需实施差异化政策组合,打好政策组合拳;环境型政策亟需“强管制”,全面的法规与标准体系,清晰的目标规划与责任划分是需重点强化之处;需求型政策重在“可持续”,应聚焦区域特色优质品牌的培育与推广,建立长效需求拉动机制,不断激发乡村产业活力,为乡村振兴战略的实施不断注入新血液。图30幅,表13个,参考文献83篇。 
英文摘要:In the past two years, the No. 1 central document has continuously focused on Rural Revitalization, made comprehensive deployment and arrangement for effectively linking the achievements of poverty alleviation with the Rural Revitalization Strategy and various key tasks of rural revitalization, and entered the "post poverty alleviation era". The Rural Revitalization Strategy has been endowed with richer contemporary connotation and significance, and the development of agriculture related e-commerce has a comprehensive supporting role for the Rural Revitalization Strategy. In recent years, our country has issued a series of special policies on e-commerce related to agriculture, aiming to give full play to the positive role of e-commerce in solving the "three rural" problems. Policy research can help us explore the rules behind it, optimize the national policy system, and promote the work process. Based on the above background, this paper conducts research. First, it combs 143 policy texts at the central and provincial levels, analyzes the trend, subject and theme changes of agricultural e-commerce policies in China, grasps the policy development trend from the macro level, and lays the tone and direction for the follow-up research and the final policy optimization proposal. Secondly, establish a three-dimensional analysis framework of "basic policy tools-policy objectives-policy effectiveness", use content analysis method to conduct cross analysis of various dimensions and dimensions, explore the distribution of three types of basic policy tools: supply type, environmental type and demand type, as well as the distribution of policy objectives and policy intensity of different types of policy tools. Finally, on the basis of three-dimensional policy analysis, a system dynamics model of agricultural e-commerce policy supporting the implementation of rural revitalization strategy is constructed. By designing different strategies to simulate the reality, the change of relevant indicators of rural revitalization is analyzed when different policies are changed, aiming to put forward more targeted and practical policy recommendations. The study found that China's agricultural e-commerce policy deployment has entered a critical stage of "improving quality", and the system from central planning to provincial implementation has been basically completed. The current policy tool layout plan is generally reasonable, but there is still room for optimization. Finally, based on the research findings, the following policy recommendations are proposed: in the "quality improvement" stage, it is necessary to strengthen the overall power of policies and the synergy between policy tools, increase the number of policy releases and the strength of content units, and appropriately adjust the proportion and layout of policy tools; The supply oriented policy still needs to "lay the foundation". It should focus on the guarantee of information channel elements, promote the construction of new rural infrastructure, and leverage the participation of e-commerce associations, rural bookstores and other social forces. At the same time, it is necessary to implement differentiated policy combination; Environmental policy needs "strong control", comprehensive regulations and standard system, clear target planning and responsibility division are the key points to be strengthened; The demand-oriented policy focuses on "sustainability". It should focus on the cultivation and promotion of high-quality brands with regional characteristics, establish a long-term demand pulling mechanism, constantly stimulate the vitality of rural industries, and continuously inject new blood into the implementation of the Rural Revitalization Strategy.
