中文摘要：	公共文化是国家文化发展的重点，公共文化云是新时代公共文化大发展大繁荣的有力抓手。据有关资料显示，我国已经建成100多个省市县各级公共文化云，公共文化云建设热潮已经开启。随着智慧时代的来临，智慧城市、智慧社区、智慧图书馆等的发展，智慧化、智能化成为关键要素，这对公共文化云的发展提出了新要求，也带来了新机遇。当前，公共文化云存在建设标准不统一、服务内容不完善、知晓率利用率较低等问题，破解公共文化云建设发展面临的难题成为学界的一大新兴研究方向。目前对于公共文化云的研究整体较少，对于公共文化云建设路径的研究也比较缺乏。鉴于此，本文以公共文化云为研究对象，探究智慧时代背景下公共文化云的建设路径。 本文以新公共服务理论和智慧服务理论为理论基础，运用文献调研法、网络调查法、案例分析法开展相关研究，通过对公共文化云发展现状的总结和案例的分析，构建了公共文化云建设层次模型。模型主要分为基础层、数据层、技术层、平台层、应用层、表现层、标准规范体系和运维保障体系。并以层次模型为基础，提出了分阶段建设策略、资源建设策略、服务建设策略、管理建设策略，包括强化资源整合、把握功能定位、坚持服务为本、突出管理重点、优化品牌推广、加强人才培育等具体措施，助力公共文化云建设发展。图3幅，表11个，参考文献89篇。
英文摘要：	Public culture is the focus of national cultural development, and the cloud of public culture is a powerful grasp for the great development and prosperity of public culture in the new era. According to relevant data, China has built more than 100 public cultural clouds at all levels in provinces, cities and counties, and the construction of public cultural clouds has started. With the advent of the smart era and the development of smart cities, smart communities, smart libraries, etc., intelligence and intelligence have become key elements, which puts forward new requirements for the development of public cultural clouds and also brings new opportunities. At present, the public cultural cloud has problems such as inconsistent construction standards, imperfect service content, and low awareness utilization. Solving the problems faced by the public cultural cloud construction and development has become a major emerging research direction in the academic community. At present, there is little research on the public cultural cloud as a whole, and there is also a lack of research on the path of public cultural cloud construction. In view of this, this thesis takes the public cultural cloud as the research object to explore the construction path of the public cultural cloud in the context of the wisdom era. Based on the new public service theory and smart service theory, this thesis uses literature research, network survey, case analysis to carry out relevant research. Through the summary of the development status of public cultural cloud and the analysis of cases, this thesis constructs a hierarchy model of public cultural cloud construction. The model is mainly divided into foundation layer, data layer, technology layer, platform layer, application layer, presentation layer, standard specification system and operation and maintenance assurance system. On the basis of the model, it proposes phased construction strategies, resource construction strategies, service construction strategies, and management construction strategies, including specific measures to strengthen resource integration, grasp functional positioning, adhere to service orientation, highlight management priorities, optimize brand promotion, and strengthen talent cultivation, so as to help the construction and development of public cultural cloud. There are 3 figures, 11 tables and 89 references in this thesis.
