中文摘要：	近年来，国家知识产权战略不断深入实施，我国自主创新能力也在持续提高。站在新的发展起点上，要求人们进一步挖掘和运用信息优势，这对国家核心能力额增强，综合国力的提升都有着重大的意义。高等院校是中国科学技术发展的重要组成主体和推动力量，必须抓住时代机遇，主动拥抱新任务、新挑战和新使命，这是新时代赋予高校的新的发展任务。高校图书馆作为高等院校知识信息服务的主体，也必须抓住机遇，在各个领域积极推动高校知识产权信息服务的进步和发展，包括但不限于促进专利信息服务由单一的技术服务，向促进科技成果的有效转化交易的转变，以及利用政府与区域组织之间的积极合作，来有效推动区域发展与产业进步的更深层次发展，使专利信息服务真正成为我国专利技术服务体系的重要组成部分。 本文选取了京津冀地区21家高校图书馆知识产权信息服务中心作为调研样本，通过网络问卷分析、案例分析和专家访谈等方式，对当前高校图书馆知识产权信息服务情况开展调查研究。通过综合分析，整理出知识产权信息服务的共同特性，为构建知识产权信息服务模式提供现实依据。 本研究基于用户的视角，以问卷调查的形式探索高等院校师生在知识产权信息方面的信息需求，并基于专利生命周期对各阶段的信息需求进行分析，总结规律。基于专利生命周期的信息需求研究能够使知识产权信息服务更具有针对性，有效解决目前服务内容的割裂，对知识产权的创造起到重要的推动作用。 最后，通过信息服务提供方现状的研究与信息需求方特征的研究，形成了基于专利生命周期的知识产权信息服务模式，该模式可以使知识产权的信息服务变得更加高效，对促进知识产权的进一步发展创新以及成果的转化利用都有重要的作用，对高等院校图书馆知识产权信息服务的改革和创新提供新的思路和借鉴。图4幅，表4个，参考文献68篇。
英文摘要：	In recent years, the national intellectual property strategy has been continuously deepening, and our independent innovation ability has also been improving.?Standing on the new starting point of development, people are required to further excavate and use the information advantage, which is of great significance to the enhancement of the national core capability and the promotion of the comprehensive national strength.?As an important part of the development of science and technology in China, colleges and universities must seize the opportunities of The Times and actively embrace new tasks, new challenges and new missions, which are the new development tasks entrusted to colleges and universities in the new era. University library must also seize the opportunity, in all fields actively promote the development of university intellectual property information service, including but not limited to promote patent information service by a single technical service, to promote the effective transformation of scientific and technological achievements transformation to deal, and the use of active cooperation between the government and regional organizations, to effectively promote regional development and industrial progress of deeper development,??The patent information service becomes the important component of our patent technology service system.? In this paper, 21 university library intellectual property information service centers in the Beijing-Tianjin-Hebei region are selected as research samples. Through online questionnaire analysis, case analysis and expert interviews, the current service situation of university library intellectual property information service centers is investigated and studied. Through the comprehensive analysis, the common characteristics of intellectual property information service are sorted out, and the practical basis for constructing the mode of intellectual property information service is provided.? Based on the user's perspective, this study explores the information needs of teachers and students in colleges and universities in terms of intellectual property information in the form of questionnaire survey, analyzes the information needs of each stage based on the patent life cycle, and summarizes the rules.?The research of information requirements based on the patent life cycle can make the intellectual property information service more targeted, effectively solve the fragmentation of the current service content, and play an important role in promoting the creation of intellectual property. Finally, through the research of the status quo of information service providers and the characteristics of information demanders, the intellectual property information service mode based on the patent life cycle is formed. This model can make the information service of intellectual property become more efficient, play an important role in promoting the further development and innovation of intellectual property and the transformation and utilization of achievements, and provide new ideas and reference for the reform and innovation of intellectual property information service in university libraries.?
