中文摘要:自1997年安全管理理念引入中国,各行各业逐步形成了自己的安全管理体系。由于发展过程的不同,不同行业间、同行业不同企业间的安全管理水平也是参差不齐。 石油行业是国内第一批接受国外安全管理理念的行业之一,也是国内安全管理发展比较成熟的行业。其中以中石油、中石化、中海油三家国有石油公司表现尤为突出,三家石油公司都有自己独有的安全管理体系。然而,这些现有的安全管理体系也存在一些弊端。以中海油Z公司的安全管理体系为例,制度冗余、更新过度频繁是两个尤为突出的问题,这两个问题已经对Z公司的安全管理产生了不良的影响,导致公司的安全管理水平下降。 本文基于相关文献以及行业内横向对比,从管理体制、管理要求和安全制度几个方面找出了中海油Z公司安全管理体系出现制度冗余以及更新频繁的深层次原因,进而基于项目管理的方法设计并实施Z公司安全管理体系的改进方案,旨在逐步解决Z公司的制度冗余、更新频繁问题。 安全管理体系改进方案以SY/T6276《石油和天然气工业健康、安全与环境管理体系》为基础,吸取国内外多家石油公司的安全管理体系发展经验,提取出安全管理体系的核心要义,同时以法律法规为制度底线,从“人、机、环、管”四个方面入手,编写出改进方案的核心架构。并通过项目管理的手段来保证改进方案在启动、计划、实施、监控、收尾五个阶段顺利有效开展,从而实现安全管理能力提升。 安全管理体系的提升并不是一蹴而就的,需要循序渐进、稳步向前。依照PDCA管理方式,每次解决一个或者几个主要的矛盾问题,逐步提升公司的安全管理体系效果,进而提升公司的安全管理水平。 
英文摘要:Since the introduction of the concept of safety management into China in 1997, various industries have gradually formed their own safety management systems. Due to different development processes, the safety management levels of different industries and different enterprises in the same industry are also uneven. The petroleum industry is one of the first industries in China to accept foreign safety management concepts, and it is also an industry in which domestic safety management development is relatively mature. In this industry, the three state-owned oil companies, PetroChina, Sinopec, and CNOOC, performs particularly well in safety management, and they have their own unique safety management systems. However, these existing safety management systems also have some drawbacks. Taking the safety management system of CNOOC H Company as an example, system redundancy and excessive updating are two particularly prominent problems. These two problems have had a negative impact on H Company's safety management, resulting in a decline in the company's safety management level. Based on the relevant literature and horizontal comparison within the industry, this thesis finds out the deep-seated reasons for the system redundancy and frequent updating of the safety management system of CNOOC H Company from the aspects of management system, management requirements and safety system. It then designs and implements the improvement plan of H company's safety management system based on the method of project management, aiming to gradually solve the problems of H company's system redundancy and frequent updates. The improvement plan of CNOOC H Company’s safety management system is based on SY/T6276 "Health, Safety and Environmental Management System for Oil and Gas Industry". It incorporates the safety development experience of many domestic and foreign oil companies, and includes the core concepts of the safety management system. It takes national laws and regulations as the bottom line of the system, and compiles the core reference framework of the improvement plan from the four aspects of "human, machine, environment and management". Through the means of project management, it ensures that the improvement plan is carried out smoothly and effectively in the five stages of initiation, planning, implementation, monitoring, and closing, so as to achieve the improvement of safety management. The improvement of safety management system is not achieved overnight, it needs to be improved gradually and steadily. According to the PDCA management method, one or several important contradictions are solved each time, and the effect of the company's safety management system is gradually improved, thereby improving the company's safety management level.
