中文摘要: 随着新一轮的经济刺激政策的实施,全国基础设施项目投资将拉开一道新的序幕,新的项目将如雨后春笋一般,遍地开花。作为基础设施领域投资的重点项目,高速公路工程有着举足轻重的地位,在新的政策指引下,高速公路工程建设将会迎来一波新的大发展,更多的项目会在十四五期间落地实施。 近年来建筑施工领域生产安全事故数量和死亡人数均未呈现好转的势头,高速公路工程项目具有更高的危险性和更艰苦的施工环境,更容易发生生产安全事故,而安全管理体系建设是管控安全事故的重要手段,故此建立更加适合高速公路工程项目的安全管理体系,有效遏制生产安全事故发生,势在必行。 本文采用文献研究法总结了高速公路工程项目安全管理体系的研究内容;采用半结构访谈的方法,对48位项目及公司管理人员进行访谈,总结出了N高速公路工程项目安全管理的运行现状及改进方向;借鉴安全生产标准化体系、职业健康安全管理体系、平安工地建设体系的要素,使用PDCA循环管理理论和系统安全工程的理论,制定了包含18个核心要素的N高速公路项目安全管理体系;作者结合工作经验,以N高速公路项目为案例,分析安全管理体系运行的情况,对体系运行过程中发现的问题进行总结,提出了体系运行的改进措施。 本文在安全生产责任制考核与管理人员绩效挂钩、安全教育培训角色转换及事故隐患治理能力建设方面进行了创新点的研究。提出了完善安全生产责任制考核与薪酬绩效挂钩的可行路径,采用内卷的方式开展安全管理团队专业能力培训,推进了隐患治理能力建设中成本管控与安全管理相结合的管理思路,为双重预防机制落地,全面控制生产安全事故,奠定了基础。  
英文摘要: With the implementation of a new round of economic stimulus policy, the national infrastructure project investment will open a new prelude, new projects will sprout like bamboo shoots after a spring rain, everywhere. As a key project in the field of infrastructure investment, highway engineering plays a pivotal role. Under the guidance of the new policy, highway engineering construction will usher in a new wave of great development, and more projects will be implemented during the 14th Five-Year plan. Construction area in recent years, number of production safety accidents and deaths are not been momentum of improvement, the highway project construction environment have a higher risk and more hard, more easy to a production safety accident, and safety management system construction is an important means to control safety accidents, and establish a more suitable for the safety of the highway engineering project management system, It is imperative to effectively curb production safety accidents. This thesis summarizes the research content of highway project safety management system by literature research method. Using the method of semi-structured interview, 48 project and company management personnel were interviewed, summed up a highway project safety management operation status and improvement direction; Drawing on the elements of safety production standardization system, occupational health and safety management system, safety site construction system, using PDCA cycle management theory and system safety engineering theory, a highway project safety management system containing 18 core elements was formulated. Based on the work experience, the author takes a highway project as a case, analyzes the operation of the safety management system, summarizes the problems found in the operation process of the system, and puts forward the improvement measures of the system operation. In this thesis, the safety production responsibility system assessment and management personnel performance link, safety education and training role transformation and the construction of accident hidden danger management ability to carry out innovative research. Put forward to improve the performance assessment of the safe production responsibility system and remuneration of feasible path, adopts involute method to carry out the safety management team professional ability training, promote the hidden dangers in the governance ability construction cost control and safety management of combining the management idea, for double prevention mechanism, comprehensive control of production safety accidents, laid a foundation.
