| 中文摘要: | 随着近年来经济下行压力加大,地方财政收入逐渐紧张,但是政府投资于基础设施的力度却持续加强。当前监管环境和政策引导和疫情的影响下,传统的房地产和工商企业类信托项目展业空间不足,信托公司逐渐业务转型,加重了在政信类产品的业务投资比例。无论是标准化政府债券、权益类投资,还是非标类政府债权投资,都在迎来了规模性的增长,政信类信托项目的融资需求继续升温。随之而来,最近几年多次被爆出政信类信托产品违约的负面消息,政信项目风险问题逐渐显现。A信托公司的信托经理普遍认为该类产品政府担保实力雄厚、交易结构简单、政府平台企业再融资渠道多、能力强,是现阶段业务开展最便捷的渠道,于是扎堆找寻业务合作机会,盲目增长项目规模,不考虑项目集中化风险,A信托公司政信项目呈现集中度高的现象。随着信托业整体业务方向的转变,以及A信托公司目前政信类业务持续增长的现状,相关风险问题逐渐显现,也增加了A信托公司项目未来的兑付压力。 本文以A信托股份有限公司为例,根据政信业务的现状,结合W政信信托项目的风险管理典型案例,分析该企业政信信托项目面临的风险管理问题,找出问题成因。而后,利用风险识别和评价的方法、风险监控和预警模型以及风险管理理论,理论结合实际,优化A信托公司政信项目风险识别和评估内容,为A信托公司设计并建立一套政信信托项目风险评价指标体系,并采用层次分析法确定各层级指标权重;在风险监控过程中,提出流程的优化和预警机制,运用风险预警模型进行监控;改善风险管理各环节的流程和制度,进而完善风险管理体系。最后,通过使用优化后的风险识别和评价手段再次分析W政信信托项目的风险问题,将得出结论与原方案评价结果进行对比,通过案例事实,反馈新的风险评估结果的有效性。根据案例评价结果,说明风险管理体系优化后具有更优势,为政信信托项目决策和管理的提供辅助投资决策的依据,提高业务和风控两个部门在贷后环节监控和预警的能力,完善信托公司政信项目风险管理体系,提高A信托公司项目风险控制能力,具有可行性和拓展空间,能够助力企业更好的发展。 | |
| 英文摘要: | With the increasing downward pressure on the economy in recent years, local fiscal revenues are gradually strained, but the government's investment in infrastructure continues to strengthen. Under the influence of the current regulatory environment, policy guidance and epidemic situation, the traditional real estate and industrial and commercial enterprise trust projects have insufficient space for business development. Trust companies have gradually transformed their business, increasing the proportion of business investment in political and credit products. Both standardized government bonds, equity investment and non-standard government debt investment are experiencing large-scale growth, and the financing demand for political trust projects continues to rise. As a result, in recent years, negative news of breach of contract of political trust products has been exposed for many times, and the risk problem of political trust projects has gradually emerged. Trust managers of trust company A generally believe that such products are the most convenient channels for business development at this stage because of their strong government guarantee, simple transaction structure, multiple refinancing channels and strong capabilities for government platform enterprises. So they gather together to find business cooperation opportunities, blindly increase the project scale, and ignore the project centralization risk. The political credit projects of trust company A show a high degree of concentration. With the change of the overall business direction of the trust industry and the current status of the continuous growth of trust company A's political and credit business, the related risk problems are gradually emerging, which also increases the future cashing pressure of trust company A's projects. This paper takes A Trust Co., Ltd. as an example, according to the current situation of political trust business, combined with the typical case of risk management of W political trust project, analyzes the risk management problems faced by the enterprise's political trust project, and finds out the causes of the problems. Then, using risk identification and evaluation methods, risk monitoring and early warning models, and risk management theory, combining theory with practice, optimize the risk identification and evaluation content of A trust company's political trust project, design and establish a set of political trust project risk evaluation index system for A trust company, and determine the weight of indicators at all levels using the analytic hierarchy process; In the process of risk monitoring, propose the process optimization and early warning mechanism, and use the risk early warning model to monitor; Improve the process and system of each link of risk management, and then improve the risk management system. Finally, by using the optimized risk identification and evaluation means to analyze the risk problems of W government credit trust project again, the conclusions are compared with the evaluation results of the original scheme, and the effectiveness of the new risk evaluation results is fed back through the case facts. According to the case evaluation results, it shows that the risk management system has more advantages after optimization, which provides the basis for supporting investment decision-making for the decision-making and management of the trust project, improves the ability of the business and risk control departments to monitor and warn in the post loan link, improves the trust company's risk management system for the trust project, and improves the trust company A's project risk control ability. It has feasibility and expansion space, which can help the enterprise develop better. | |
