中文摘要:航空维修行业作为民航运营安全主要支撑部分,其管理体系构建与运行的好坏将直接影响航空器及其部件的质量,进而影响飞行安全。随着国家支持加快民航产业发展,强调民航产业独立化、自主化,以及国内机队规模的扩大,我国民航维修产业得到了快速的发展。国内航空维修单位根据自身参与市场的程度不同,其管理体系的建立也是参差不齐。中国民航局及世界主要监管局方于近期对适航规章做出了重大调整,均强调质量管理体系与安全管理体系的整合性,但未明确具体的框架或实施方案细则,且各个维修单位的组织规模不同,符合规章的方式路径也不尽相同。本文的研究工作对国内同类单位或寻求对体系整合的单位工作实施具有一定的参考意义。 针对上述问题,本文根据LP公司质量安全管理体系的构建实施过程,提出了一种整合思路并对其构建和实施结果进行展开研究。基本研究思路以现状评估-内外部要求梳理-差距分析-纠正措施-复盘评审等步骤实施。首先对LP公司现状进行了梳理分析,发现其存在体系文件不健全、组织目标与关键过程不明确、管理体系有效性评价机制不完善等问题。通过以适航法规要求为基础、以AS9110质量管理体系为框架、以风险管理为引线的思路,完善了管理体系文件构架、设定了组织目标、标定了关键过程并确定了QSMS绩效评价机制。 通过对整合后的管理体系进行评价分析,明确了在体系运行中存在的差距和问题,如强化领导作用、提升人员素质、积极结合数字化工具等。此研究不仅为公司后续取证打下了坚实的基础、为服务客户提供了先决条件,同时对其他航空维修单位质量安全管理体系的整合具有参考意义。 
英文摘要:Aviation maintenance is the key factor for aviation safety, the construction and implementation of the management system will directly affect the quality of the aircraft and its components, and then affect the safety of flight. With the government support to accelerate the development of the civil aviation industry, emphasize the independence and autonomy of the civil aviation industry, and the expansion of the domestic fleet scale, the civil aviation maintenance industry has developed rapidly. Domestic aviation maintenance organization are different according to their own extent, and the establishment of its management system is uneven. The CAAC and the world's main competence authorities have recently made significant adjustments to the airworthiness regulations, all emphasizing the integration of quality management and safety management systems, but lack of a clear framework or implementation rules. Different methods to compliance with regulations’ requirements for different company. In response to the above issues, this thesis proposes an integration frame based on the integrated practice of the LP company's quality and safety management system, and conducts research on its construction and implementation results. Firstly, the current situation of the LP company was combed and analyzed, and found that its existence company documentation system not completed, the organizational goals and key processes were unclear, and lack of effective evaluation. Based on the requirements of the AS9110 QMS as the framework, the risk management system is based on the requirements of the AS9110 quality management system. Through the evaluation and analysis of the integrated management system, the gaps and problems in the operation of the system are clarified, such as strengthening the leadership role, improving the quality of personnel, and actively combining digital tools. This study not only laid a solid foundation for the company's subsequent evidence collection, provided prerequisite for serving customers, but also had reference significance for the integration of quality and safety management of other aviation maintenance units.
