中文摘要: 基于国内经济发展和人民生活水平的提高,中国医疗器械市场也正在快速增长,并吸引着国外行业巨头将医疗器械生产线复制/转移到中国落地生产,以增强其市场响应能力。因此产生了大量的医疗器械自国外向中国的生产转移项目,FP公司的迈威项目就是其中之一。公司内部资源协调、文化差异、流程差异、跨时区合作等,是这类项目通常会面临的问题。持续了3年的新冠疫情也在成本、进度等项目关键因素上造成了不利影响。本篇论文通过迈威项目,总结了对项目进度管理问题的分析思路和应对策略。 在这篇论文中,遵循现状总结,问题提出,问题原因分析,改进策略,实施策略,效果跟踪的研究思路,以FP公司的迈威项目作为案例分析的对象进行了项目进度管理研究。先通过理论回顾,总结了项目管理、项目进度管理和项目人力资源管理的相关知识,为论文的研究提供理论依据。然后对迈威项目组织架构、项目计划做了介绍,并总结了迈威项目在进度管理方面的现状。针对迈威项目进度管理现状,结合项目进度管理的理论研究,总结出迈威项目存在资源配置不合理,缺乏工作分解和活动持续时间估算不准确的问题。针对资源配置不合理的问题,提出了资源再配置的策略,并通过美国制造工程团队调整方案、苏州制造工程团队搭建方案,项目研发团队增配方案等对资源再配置的策略加以实施。针对缺乏工作分解的问题,结合项目进度管理理论深入分析问题原因,并制定了对项目主要任务和重点子任务进行工作分解的改进策略,通过设备采购的工作分解方案来实施。针对活动持续时间估算不准确的问题,通过项目进度管理理论开展了进一步的原因分析,制定了基于验证机制造工作分解的验证机制造详细计划,以及基于设备采购工作分解的设备采购详细计划。并根据这两个子活动的详细计划,制定了对项目主进度计划进行更新的策略。在项目中,这些方案得到快速有效的执行,并达到了预期效果。 
英文摘要:Based on the development of domestic economy and the improvement of people's living standards, China's medical device market is also growing rapidly, and attracting foreign industry giants to copy/transfer the production line of medical devices to China to strengthen its market response ability. Therefore, there are a large number of medical equipment production transfer projects from foreign countries to China, FP company's Maiwei project is one of them. Internal resource coordination, cultural differences, process differences, collaboration across time zones, etc., are the usual problems for such projects. The COVID-19 pandemic, which has lasted for three years, has also adversely affected key project factors such as cost and time. This paper summarizes the analysis ideas and coping strategies of the project schedule management through the project of Maiwei. In this paper, following the research ideas of status summary, problem raising, problem analysis, improvement strategy, implementation strategy and effect tracking, the project schedule management is studied by taking the FP Company's Maiway project as the object of case analysis. Firstly, through theoretical review, the relevant knowledge of project management, project schedule management and project human resource management is summarized, which provides theoretical basis for the research of this paper. Then it introduces the project structure and project plan of the project, and summarizes the status quo of the project schedule management of the project. Based on the current situation of project schedule management of the project and the theoretical research of project schedule management, the problems of unreasonable resource allocation, lack of work decomposition and inaccurate estimation of activity duration of the project are summarized. Aiming at the problem of unreasonable resource allocation, the strategy of resource reallocation is put forward, and the strategy of resource reallocation is implemented through the adjustment plan of the American manufacturing engineering team, the establishment plan of the Suzhou manufacturing engineering team, and the addition plan of the project research and development team. Aiming at the problem of lack of work decomposition, this paper analyzes the cause of the problem deeply by combining the project schedule management theory, and makes the improvement strategy of work decomposition for the main task and key sub-task of the project, which is implemented by the work decomposition plan of equipment procurement. Aiming at the problem of inaccurate activity duration estimation, this paper further analyzes the reasons through the project schedule management theory, and develops the project schedule update strategy based on the verification mechanism construction work breakdown and equipment purchase work breakdown. In the project, these schemes were implemented quickly and effectively, and achieved the expected results. Through the research of this paper, it is found that the reasonable allocation of resources can solve most of the problems encountered in the project schedule management. Work breakdown can help project members discover the direction of the task in a complex environment, thus helping the team to make decisions that will help the project move forward.
