中文摘要：	现在产业集群在全国范围内呈现迅速发展、日益崛起的势头。产业集群发展模式有利于建立一种区域自我成长机制，培育区域竞争优势，实现跨越式发展。因此，应当应用产业集群理论来指导构建“中部崛起”战略。河南省产业集群的建设和发展是对国家“中部崛起”战略的贯彻实施。 食品产业集群是河南省第一大产业集群，是河南省产业集群中的重中之重。本论文以河南省食品产业集群为主要研究对象，发现其问题，并找出对策，从而扩展到提升整个河南省产业集群竞争力。 本论文着重对食品产业集群从集群分布、市场分布和宏观政策和影响产业集群的微观因素方面进行总结，并根据产业集群竞争力分析的结构观点，从整体上，把产业集群的结构分为核心系统、调控系统与支持系统三个部分。核心系统包括企业和大学(科研机构)；调控系统主要是指政府部门；支持系统则由金融机构、中介服务等机构组成。 本论文以此分析框架，对河南省食品产业集群的核心系统、调控系统、支持系统进行了研究，分析了其存在的问题和制约因素。从核心系统上看，存在产业链联系脆弱、竞争激烈而合作很少等问题；从调控系统上看，引导集群发展的政策不突出制约了集群的发展；从支持系统上看，存在着中介建设不完善、投资支持不力等问题。 针对上述问题，论文尝试给出以下对策建议:在调控系统方面，政府部门要提高对产业集群的认识；大力引进优秀食品企业；积极营造区域创新创业环境等。在核心系统方面，企业要在竞争基础上，加强彼此间的合作；要进一步完善“产学研”的合作机制等。在支持系统方面，要多渠道进行资金支持；加强中介机构的建设；行业协会要充分发挥作用等。
英文摘要：	Now the domestic and foreign practices proved that industrial cluster was the available regional development strategy. So we should use industrial cluster theory to guide the strategy of “The Grow up of Middle Part”. Henan food industrial cluster is one of the most important part for the strategy of “The Grow up of Middle Part”. The dissertation tries to establish the frame and brings forward that studying industrial cluster should begin with its structure. Studying from structure, industry cluster include three parts -core system, regulating and controlling system, sustaining system. Analysis of industrial cluster's structure combined with studying primary characteristic of industrial cluster space agglomeration, relative complexity, local embeddedness, can judge the cluster development stage. Using this analysis frame, the dissertation researches core system, regulating and controlling system and sustaining system of food industrial cluster in Henan food industrial cluster and analyses the questions and restricted factors. In the aspect of the core system there exist such problems as weakness of industrial links, over-competition and lack of co-operation, relatively slight localization of the enterprises. In the aspect of regulating and controlling system there exist uncertainty of the policies towards industrial cluster that restricts the clusters' development. In the aspect of sustaining system, there exist absence of science media, inadequacy of risk investment. Concerning the problems above, the dissertation tempts to provide the following suggestions: As to the regulating and controlling system, the government should make great efforts to induce enterprises relative with super-hard materials, and actively construct regional innovation conditions. As to the core system, enterprises should strengthen co-operation on the basis of competition, strengthen application and research, and improve their qualities and ranks, consummate cooperative mechanism of “producing-learning-studying”. As to the sustaining system, it is necessary to broaden a variety of ways to finance, media institution construction should be strengthened, industrial unions should play important roles.
