中文摘要：	迄今为止，招标投标为主的竞争性采购方式已经成为全球和国际组织在公共采购中最常用的商品交易模式。招标制度在我国实施以来，逐渐成为提高企业竞争水平、提升建设工程项目效益、遏制腐败现象的有利工具。但是，我国的招标机制尚不成熟，受管理体制、监督机制、利益相关者等方面影响，在实际执行过程中存在诸多问题和有待改进和完善之处，例如招标人主体责任意识缺乏、投标人投机取巧以次充好等行为。上述问题无疑破坏了招标活动的公平性，妨碍了项目的履约和后续正常运营，破坏了市场经济体制下的公平竞争环境。要改变这些情况，就要对企业的招标行为进行科学有效的风险管理，从而最大限度降低招标过程中风险发生的可能性和带来的损失程度。 本文选取国有企业H公司2022年度聚氨酯组合料的招标采购活动作为研究对象，从业主的角度对招标过程的风险管理进行研究。作为保温管生产型企业，H公司每年必须用到聚氨酯组合料，原材料的质量和价格对H公司的产品品质和生产成本有重要影响，其招标采购环节的风险管理将直接影响到H公司建设项目后续履约工作的顺利开展。基于此，本文通过风险识别和风险评估，筛选出高风险以及可能导致招标工作失败的关键风险，结合聚氨酯组合料的招标项目特点和往年的项目经验，提出响应上述招标风险的对策并形成风险控制方案，以及保障方案实施的具体措施。 风险管理是全球范围招标行业面临的重要问题之一，与企业的生存和发展息息相关。本文针对此热点问题，通过实际调查和数据统计等方式，基于H公司聚氨酯组合料招标采购项目的具体案例，发掘H公司在日常招标采购工作中存在的风险因素，提出相应的应对方案，建立完善的招标采购风险防控体系，为项目招标的相关决策管理人员提供支持，顺利完成项目的招标工作并达到预期的招标效果，对类似企业和项目的管理和发展具有一定参考意义。
英文摘要：	Bidding project has become the most commonly used commodity transaction mode in public procurement within global and international organizations until now. Since the implementation of bidding system in our country, it has gradually become a favorable tool to improve the level of enterprise competition and enhance the benefit of construction projects and curb the corruption phenomenon. However, the tendering mechanism in China is not mature yet, which cause kinds of problems in the actual implementation process, such as the lack of consciousness of the main responsibility of the tenderer, behaviors of cutting corners and shoddy goods. These problems above undoubtedly undermine the fairness of bidding activities, hinder the implementation of the project contract and the subsequent normal operation, and damage the fair competition environment under the market economy system. It is necessary to execute scientific and effective risk management on the bidding behavior, in order to minimize the loss that caused by risk in the bidding process. After analyzing the bidding risk, the bidding risk, thisthesis selects the bidding project of H Company’s Polyurethane Material. The project has the characteristics of high investment amount, long construction period and various influencing factors, while the risk of the bidding process directly affects the development of the construction of the project. Based on these factors above, thethesis analyzed in detail the response measures of bidding risk. As one of the most important issues in tendering industry worldwide, risk management is closely related to the survival and development of enterprises. The prevention and control tactics and suggestion of the project bidding risk were presented in this thesis, supporting the help for the project bidding decision making manager and preventing the risk as could as possible. It can alsoget rid of the traditional control mode after the event, reduce the curtail expenditures, accomplish the bidding project efficiently. Above all, it has certain reference significance to the management and development of similar enterprises.
