中文摘要:随着我国经济社会高质量发展深入推进,食品领域新业态、新模式不断涌现,由此衍生的新问题给食品安全监管工作带来了新的挑战。位于天津市东部沿海地区的B开发区,为有效攻克食品安全监管工作面临基数大、风险多、投诉多、案件多等工作难点,正在推进建设食品安全智慧监管平台项目(以下简称“B区智慧食安”)。由于该项目开发建设周期较长、数据整合环节复杂、社会影响面广泛,有效识别、科学分析并精准应对项目风险,对于顺利推进项目进展十分重要。同时,由于B开发区的区域基础特性以及食品安全监管工作特点,在全国范围内具有很强的应用代表性,通过对该项目进行研究风险管理研究,推动项目成功落地,能够为其他地区提供现实的借鉴价值。 本文基于对国内外专家学者关于项目风险管理的相关研究成果与基础理论知识的学习,结合B区智慧食安项目特点,具体开展了风险识别、风险评估、风险应对和监控,主要过程为:通过头脑风暴法、工作分解结构法、德尔菲法由广至窄、由粗到细、由全面到精准,开展了项目风险识别;通过层次分析法将识别出的决策风险、管理风险等5类18项的风险因素进行分级,再由专家定性评分,构造判断矩阵,定量计算特征值,通过一致性检验,得出各项风险因素的综合权重排序,并按帕累托累积规则,分出主要因素、次主要因素以及次要因素;针对不同层次的风险因素,采用不同的应对策略,并逐一分析应对措施,并通过规范的风险监控程序对不同风险因素进行监控,从而构建起B区智慧食安项目的风险管理整体闭环体系。 本文将所学专业知识与具体实践工作深度结合,为项目风险管理专业知识的运用提供了载体,为B区智慧食安项目建设提供了有效的风险管理方案,为其他地区开发智慧政务信息系统提供相关经验支撑。 
英文摘要:With the deepening of our economic and social quality development, new forms and models of food field have been emerging continuously, and new problems derived from this have brought new challenges to food safety supervision. B Development Zone, located in the eastern coastal area of Tianjin, is pushing forward the construction of Smart food safety supervision platform project (hereinafter referred to as "Smart Food Safety in Zone B") in order to effectively overcome the difficulties of food safety supervision, such as large base, high risks, complaints and cases. Due to the long development and construction cycle of the project, complex data integration links and extensive social impact, it is very important to effectively identify, scientifically analyze and accurately deal with project risks for the smooth progress of the project. At the same time, due to the basic characteristics of B Development Zone and the characteristics of food safety supervision, it has a strong application representative in the whole country. Through the research on risk management of this project, we can promote the successful implementation of the project, which can provide practical reference value for other regions. Based on the study of relevant research results and basic theoretical knowledge of project risk management by experts and scholars at home and abroad, combined with the characteristics of the intelligent food safety project in Area B, this thesis specifically carried out risk identification, risk assessment, risk response and monitoring. The main process is : through the brainstorming method, work breakdown structure method, Delphi method from wide to narrow, from coarse to fine, from comprehensive to accurate, carried out project risk identification ; through the analytic hierarchy process, the identified risk factors of 5 categories and 18 items, such as decision-making risk and management risk, are classified, and then qualitatively scored by experts, the judgment matrix is constructed, and the eigenvalues are quantitatively calculated. Through the consistency test, the comprehensive weight ranking of each risk factor is obtained, and the main factors, secondary main factors and secondary factors are divided according to the Pareto accumulation rule. According to different levels of risk factors, different coping strategies are adopted, and the countermeasures are analyzed one by one, and different risk factors are monitored through standardized risk monitoring procedures, so as to construct the overall closed-loop system of risk management of intelligent food safety project in B district. This thesis deeply combines the professional knowledge learned with specific practical work, provides a carrier for the application of project risk management professional knowledge, and provides an effective risk management scheme for the construction of intelligent food safety project in B district.
