中文摘要: 在企业不断追求最佳绩效并高度重视人才发展的今天,胜任力及胜任力模型已经成为人力资源管理者最为常用的管理工具。“二十一世纪最重要的是人才”已经成为深入人心的管理理念,企业也越来越重视人才发展,如何能在激烈的市场中不但做到吸引人才、培养人才,还能有效识别人才、遴选人才,充分发挥企业人力资源的潜力,已经成为每一个企业都在加大研究并深入实践的一门课题。人们已经普遍意识到,发现人才、培养人才已经不能仅靠伯乐的相马模式,更需要科学的管理方式和管理模型对多元化的人才进行辨识鉴定,对人才隐性的能力素质进行考察测评,对人才的关键行为要素、发挥的作用效果进行考核评价。目前学术界对胜任力及相关理论的研究成果已硕果累累,国内外也都有大量的文献资料以及基于胜任力理论在工作实践与应用中的研究分析,但从人力资源管理角度专门针对纪检干部进行研究分析的论文,尤其是面对当前国有企业纪检工作改革背景下的纪检干部胜任力研究的内容还比较缺少,相关学术成果也相对不足。 为进一步加强当前国有企业在纪检体制改革背景下纪检干部队伍的建设并改进纪检干部的选拔任用工作,本文通过进一步厘清选拔、任用、素质能力、胜任力及其模型的概念内涵,在充分调研G集团S公司及其纪检干部选拔任用现状的基础上,对G集团及S公司的基本情况、选拔任用工作程序、纪检工作相关情况进行汇总梳理,并认真分析S公司在现阶段纪检工作和纪检干部选拔任用工作中出现的问题,对基于胜任力模型实施纪检干部选拔任用的必要性进行阐述。最后,基于胜任力模型的优势和S公司实际情况,在充分调研论证、访谈问卷、采集分析关键行为要素等工作的基础上,在人才招聘、人才盘点、人才培训、绩效管理等方面,为S公司纪检干部的选拔任用策略提供可行性改进方案,对原有工作提出改进意见建议,为国有企业“选准人、用对人、育好人、管住人、督严人”的高质量人才选育用留工作贡献一份力量。

In order to further strengthen the current state-owned enterprises under the background of the disciplinary system reform for the construction of the disciplinary inspection cadres as well as improve disciplinary inspection cadre selection and appointment of work, this paper further clarify the selection, appointment, quality concept and connotation of ability, competency and its models in G group S company and its disciplinary investigation, on the basis of cadre selection and appointment, the status quo, This paper summarizes and combs the basic information, selection and appointment procedures, and relevant information of discipline inspection of G Group and S Company, and carefully analyzes the problems in discipline inspection and selection and appointment of discipline inspection cadres of S Company at the present stage, and expounds the necessity of implementing the selection and appointment of discipline inspection cadres based on the competency model.
