中文摘要:当前,在经济增速放缓叠加新冠肺炎疫情影响的宏观环境下,我国商业银行经营管理面临的风险日趋复杂。如何在当前形势下高效地进行风险防控,提高商业银行的核心竞争力,是商业银行亟需解决的问题。考虑到经过多年发展,大型商业银行总行层面的管理相对健全完善,本文特别选取GS银行TJ分行作为研究对象,聚焦大型商业银行一级分支机构这一实际经营主体单位和战略传导的中间环节,研究当前背景下分行层面的全面风险管理优化。 文章首先从阐述商业银行全面风险管理的经典理论和监管部门的要求出发,分析GS银行TJ分行所面临的内外部风险形势以及全面风险管理的现状,总结GS银行TJ分行现有全面风险管理体系的不足之处。其次,从完善组织架构、明确管理重点两方面确定总体优化方案,改进各类风险管理措施,力求不断提高风险防控的主动性、覆盖面和智能化水平。最后,方案从现有全面风险管理体系的短板出发,有针对性地提出加强全面风险管理三道防线建设、建设“新增-存量-处置”全流程信贷风控体系、健全风险治理责任机制等三项主要措施。 本文认为,通过完善风险组织架构的运作机制,注重三道防线建设、加强信贷风险管理、完善人员责任闭环,最终构建风险管理理念有效根植、风险组织架构运转顺畅、综合统筹管控能力更强、风险量化管理水平明显提升、科技支撑作用显著增强的全面风险管理体系,可以实现对GS银行TJ分行所面临的各类风险的全面管理。 
英文摘要:At the present time, under the obvious impacts of the recent slowing economic growth and Covid-19, the commercial banks in China are facing increasingly complex risks in their daily operation and management. Therefore,it is an urgent problem to be solved that how to effectively manage the comprehensive risks and improve the core competitiveness in the current situation. Considering that the management at the head office level of large commercial banks is relatively perfect after years’ development and progress, this essay especially selects TJ branch of GS Bank as the research object, focusing on the first level branch of large commercial banks, which operates as the actual business entity and the intermediate link of strategic transmission, to study the innovative method of improvement in enterprise-wide risk management system of the regional branch of large commercial banks under the present background. Starting from introducing the classic theory of enterprise-wide risk management of commercial banks and the requirements of Chinese regulatory authorities, this essay detailed analyzes the internal and external risk situation faced by TJ branch of GS Bank and the current situation of enterprise-wide risk management system, summarizes the existing shortcomings and put forward the overall strategy from two aspects of improving the governance structure and clarifying the management focus, so as to constantly improve the initiative, coverage and intelligence levels of enterprise-wide risk management of TJ branch of GS Bank. Proceeding from the existing weaknesses, this essay accordingly proposes three main measures, namely, forcefully strengthening the construction of three defense lines, creatively building an "addition-existent-disposal" credit risk management system, and effectively improving the risk governance responsibility system. In conclusion, we can achieve a comprehensive management of various risks faced by TJ branch of GS Bank, and ultimately build an optimized enterprise-wide risk management system which has an effective risk philosophy, smooth operation of risk governance framework, strong comprehensive control capabilities, improved risk quantification management and powerful scientific and technological support.
