中文摘要:海洋石油天然气主要通过海洋油田开发项目进行勘探与开采,整个开发项目过程繁琐,周期漫长,多个工艺流程相互配合,不仅需要消耗大量资金,而且伴有较高风险。为了确保开发项目可以如期投产,需要有效缩短工期,节约不必要的成本,从而增加项目的经济收益。海洋油田作为国内油田重要分支,对其开发项目进度的管理对整个项目管理起着决定性的关键作用。如何制定切实可行的工程进度的计划,并按照计划对项目进行进度管理和控制,便成为了当前最重要的研究课题。中石油、中石化及中海油等石油企业虽在该研究课题上均投入了大量人力、物力,但面对当下海洋石油工业的高速发展,这些企业在海洋油田开发项目进度管理方面仍面临着研究落后、后劲不足等诸多问题,因此在针对海洋油田开发项目进度规划管理的方面,仍有深入探究的必要。 本文以渤海X油田开发项目为研究对象,首先论述项目进度管理理论以及进度管理的方法,通过深入梳理渤海X油田开发项目的现状,剖析目前渤海X油田开发项目进展及存在的问题,运用WBS任务分解方式对开发项目进行工作分解、排序,运用三点法对工期进行估算,寻找项目的关键路径,并使用快速跟进及赶工的方法进行关键路径上的优化,使得项目能在规定投产时间内完成投产任务。运用科学合理的进度管理方法,并通过分析影响进度管理可能出现的影响因素及风险,针对性的采取规避措施及风险管控,从而确保项目如期完成。该文章目的是研究油田开发项目的关键路径,通过优化关键路径来控制项目完成时间,分析进度管理的关键点,从而为其他油田开发项目提供借鉴,有效提升国内石油企业油田开发方向的进度管理水平。 海洋油田开发项目进度管理是一个系统工程,要整体谋划,更加注重系统性、整体性、协调性。本文将从理论与实际相结合,逻辑严密、系统完备地将项目管理原理、技术等方法有效地运用到海洋油田开发项目进度管理的全过程,得出如下结论: 1.面对确定的投产时间,在工期紧张的情况下,科学运用项目进度管理方法来制定油田开发项目的进度计划是有效进行项目进度管理的基础。 2.针对关键路径上项目的合理性优化,可以有效的压缩整体项目工期,同时应采取有效的项目进度管理方法,确保项目顺利进行,在出现问题时,合理对项目计划进行优化和调整,及时排除项目风险因素,分析影响项目进度管理的影响因素,也十分必要。项目进度管理对保证油田开发项目的有序进行和如期达到投产要求有很大的积极作用,能够有效提升项目的管理效率。 
英文摘要:Offshore oil and gas are mainly explored and exploited through offshore oilfield development projects. The entire development project has a cumbersome process and a long period of time. It requires a combination of multiple technological processes, consumes a lot of money, and is accompanied by high risks. In order to ensure that the project can be completed on schedule, effectively shorten the construction period, save unnecessary costs, and increase the economic benefits of the project. In the whole process of project management, progress management of offshore oilfield development projects, as an important branch, plays a decisive and key role in the whole project. How to formulate a feasible project progress promotion plan and manage and control the project progress according to the plan has become the most important research topic at present. Although oil companies such as PetroChina, Sinopec and CNOOC have invested a lot of manpower and material resources in this research topic, in the face of the rapid development of the offshore oil industry, these companies are still faced with backward research and stamina in the progress management of offshore oilfield development projects. Insufficient and many other problems, so it is still necessary to conduct in-depth research on the progress planning and management of offshore oilfield development projects. Taking the X oilfield development project as the research object, firstly discusses the project schedule management theory and the method of schedule control, through in-depth combing of the current situation of the X oilfield development project, uses the WBS task decomposition method to decompose and sort the development projects, and uses the overall development plan. Known activity time estimation, find the critical path of the project, and use the fast follow-up method and the rush method to optimize the critical path, so that the project can complete the commissioning task within the specified commissioning time. And by analyzing the influencing factors of progress control, it proposes the methods and measures of progress control, takes measures to track the progress of the project, and ensures the smooth progress of the development project through guarantee and incentive means. Its purpose is to effectively enhance the competitiveness of domestic oil companies by improving the project management level of oil companies. The progress management of offshore oilfield development projects is a systematic project, which should be planned as a whole, and pay more attention to systematicness, integrity and coordination. From the combination of theory and practice, this thesis will effectively apply project management principles and techniques to the whole process of progress management of offshore oilfield development projects in a rigorous and systematic manner, and draw the following conclusions: 1. In the face of the determined start-up time, under the circumstance of tight construction period, scientifically using the project schedule management method to formulate the schedule plan of the oilfield development project is the basis for effective project schedule control. 2. The rational optimization of the project on the critical path can effectively compress the overall project duration. At the same time, effective project progress control methods should be adopted to ensure the smooth progress of the project. When problems occur, the project plan should be reasonably optimized and adjusted. It is also necessary to exclude project risk factors and analyze the influencing factors affecting project schedule control. Project progress management has a great positive effect on ensuring the orderly progress of oilfield development projects and meeting the production requirements on schedule, effectively improving the management efficiency of the project.
