| 中文摘要: | 随着全球温室效应的加剧,全球能源正朝着绿色低碳化方向发展。为适应气候变化,进一步降低以二氧化碳为首的温室气体排放量,中国以更大的勇气提出了碳中和、碳达峰战略,力争二氧化碳的总排放量在二零三零年达到峰值,并力争在二零六零年前达到碳中和。在双碳发展的背景下,越来越大的国内外公司投身于清洁电源的开发当中,风电作为新型清洁电源,已成为中国能源结构转变的重要一部分。中国海上风资源丰富、不占用陆地面积,可以有效解决沿海经济发达城市用电问题。国家大力发展海上风电工程,部分项目采用了EPC工程总承包管理模式,通过工程设计-采购-施工交叉作业、协同管理的方法,大大提高了项目质量,提升项目进度,合理压缩工期,节约成本。海上风电项目具有高投入、高风险、高收益和技术复杂的特点,在总工期和总成本的严格限制下,做好进度控制是项目能否并网发电的重要手段,因此,对海上风电项目进度管理进行科学有效的研究非常必要。 本文以C公司大连海上风电EPC项目进度管理作为研究对象,全面分析了其项目进度管理过程和管理重点,对项目工作任务分解结构和三级详细计划的编制方法进行了研究。根据项目执行过程中实际进度的进展状况,与项目计划进度进行对比,采用横道图法等方法开展进度偏差分析,找到导致项目进度滞后的根源,以及当前进度管理中存在的缺陷,对上述这些问题进行研究与分析,从而制定合理的应对措施,使项目进度滞后情况有所改善,降低因进度滞后造成的项目收益损失。 相对于传统陆地工程项目,海上风电项目在进度管理重点方面具有其特殊性,针对这一类型的项目,进行进度管理的研究和分析,可以在项目初期编制进度计划时制定各项工作的进度管理重点,对一些关键作业项预留出偏差空间,提前做好应对准备,避免因短期进度滞后造成整体项目进度和成本的失控,本文所做出的研究,对于同类型的海上风电EPC项目具有很好的借鉴之处。 | |
| 英文摘要: | With the aggravation of global greenhouse effect, global energy is developing towards green and low-carbon direction. In order to adapt to climate change and further reduce the greenhouse gas emissions led by carbon dioxide, China has put forward the strategy of carbon neutralization and carbon peaking with greater courage, striving to reach the peak of total carbon dioxide emissions by 2030 and carbon neutralization by 2060. Under the background of the double carbon policy, more and more enterprises are engaged in the development of clean energy. As a clean energy, wind energy is an important part of the transformation of China's energy structure. The offshore wind resources are abundant and do not occupy the land area, which can effectively solve the power consumption problem of coastal economically developed cities. China has made great efforts to develop the offshore wind power industry. Some projects have adopted the EPC contracting management mode, and the design procurement construction cross operation and overall management methods have improved the project management efficiency, which can accelerate the project schedule, effectively shorten the building period and save costs. Offshore wind power projects are characterized by high investment, high risk, high income and complex technology. Under the strict restriction of the total construction period and total cost, it is an important means to do a good job in the schedule control of whether the project can be connected to the grid for power generation. Therefore, it is necessary to conduct scientific and effective research on the schedule management of offshore wind power projects. This thesis takes the schedule management of Dalian offshore wind power EPC project of C company as the research object, comprehensively analyzes the project schedule management process and management focus and studies the project work breakdown structure and the preparation method of three-level detailed plan. According to the actual schedule in the project operation process, the schedule analysis tool is selected to compare with the plan, and the Gantt chart method is used to analyze the schedule deviation, to find the reasons for the project schedule delay and the problems in the current schedule management, to explore and scientifically analyze these problems, and to make effective countermeasures to improve the project progress delay, reduce the income loss caused by the schedule delay. Compared with traditional land engineering projects, offshore wind power projects have their particularity in terms of schedule management key points. For this type of project, the summary and analysis of schedule management can effectively arrange the schedule management key points of various works during the preparation of schedule plan at the beginning of the project, reserve deviation space for some key work items, and make preparations in advance, To avoid the overall project schedule and cost out of control due to the short-term schedule lag, the research made in this thesis has a good reference for the same type of offshore wind power EPC project. | |
