中文摘要：	本文以企业资源基础观（RBV）作为核心基础理论，以供应链和采购管理相关理论为辅助支撑，对HT公司采购管理及运作的现状进行阐述，分析了HT公司采购管理及运作面临的主要问题，主要表现为：第一、HT公司采购管理及运作缺乏有战略眼光的规划设计，在组织方面也存在影响采购管理及运作能力提升的不利影响；第二、HT公司采购管理及运作在操作环节存在一定的不合理之处，需要进行改进、优化；第三、HT公司在供应商管理方面有较大程度的短板，需要重点提升供应商管理水平。基于以上制约HT公司采购管理及运作能力提升的问题，本文根据企业资源基础观理论分析了为解决这些问题，HT公司目前掌握和可利用的资源优势。本文进一步将HT公司的资源优势特点与制约其采购管理及运作能力提升的问题相结合，展开较为深入的研究，从战略规划和管理实操两个方面有针对性地提出了解决问题的方案，并进一步提出相应的保障措施。最后，本文对针对HT公司采购管理及运作能力提升的研究成果进行总结，同时对研究的不足之处做出说明，指出其中的局限性以及对未来的展望。 研究工作的开展遵循学术规范的要求，即：围绕HT公司采购管理能力提升的主题，结合HT公司实际情况提出采购管理方面的问题，使用管理学经典理论和实用研究工具分析具体问题，并对HT公司掌握的资源优势进行分析，最后通过研究设计出解决问题的方案，提升采购管理能力的路径。希望本文的研究可为其它企业提供采购管理方法和经验方面的参考借鉴，帮助他们结合实际对本企业采购管理进行深入剖析，进而提升其采购管理水平。
英文摘要：	Taking the Resource-Base View theory (RBV) as the core basic theory, as well as supported by the relevant theories of supply chain and procurement management, this thesis makes an effort on expounding the current situation of HT Company's procurement management, analyzing the areas needed to be optimized for HT Company's procurement management, trying to identify the main problems which restrict HT Company’s procurement management. After conscientious study, the main problems on HT Company’s procurement management found in this thesis are as follows: First, HT Company lacks strategic planning and design for procurement management and operation, and has adverse effects on the improvement of procurement management and operation capability in terms of organization; Second, HT Company's procurement management and operation have some unreasonable points in the operation link, which need to be improved and optimized; Third, HT Company has a large degree of weakness in supplier management, and needs to focus on improving supplier management level. Based on the above problems that restrict HT Company's procurement management and operation capability, this thesis analyzes the resource advantages that HT Company currently has and can use to solve these problems according to the theory of RBV. This thesis further combines the resource advantages of HT Company with the problems that restrict its procurement management and operation capability improvement, conducts a more in-depth study, puts forward a targeted solution to the problem from both aspects of strategic planning and management practice, and further puts forward corresponding safeguard measures. Finally, this thesis summarizes the research results of HT Company's procurement management and operation capability improvement, and explains the deficiencies of the research, pointing out its limitations and prospects for the future. The research work is carried out in accordance with the requirements of academic norms, that is, around the theme of optimizing HT Company's procurement management ability, in combination with the actual situation of HT Company, to put forward problems in procurement management, use classical management theories and practical research tools to analyze specific problems, and analyze the resource advantages held by HT Company. Finally, through research and design solutions to improve the procurement management ability. It is hoped that the research of this thesis can provide reference for other enterprises in terms of procurement management methods and experience, and help them to conduct in-depth analysis of their own procurement management in combination with reality, so as to improve the level of procurement management.
