中文摘要: 随着国家医保制度改革的不断推进以及医疗器械国产化替代进程的持续深入,国内医疗器械行业迎来了快速发展的黄金时代。中国医疗器械企业发展迅速,行业内竞争加剧。2020年底,国家在医疗器械行业推行带量采购政策,给该行业带来了新的发展机遇和挑战。进入带量采购的企业可以借助国家的有力政策提高市场占有率,与此同时,采购价格的大幅下降倒逼企业降低生产运营成本,发挥规模效应,优化供应链配置。另一方面,企业想进一步巩固市场份额,就要加大创新投入,保持产品在行业内的竞争力。因此,本土医疗器械公司面临着企业战略的快速转型,而人才起到了决定性的作用。但由于医疗器械行业近几年发展迅速,人才的供给远远赶不上企业的需求,在人才短缺、人才竞争激烈、人力成本激增的外部环境下,如何在企业内部高效地识别、利用和培养人才显得尤为关键和重要。人才盘点是对企业人力资源进行管理和动态监控的重要手段,人才盘点工作越来越成为企业人力资源管理循环活动中的重要内容,在当代企业人才管理与组织发展战略实现中发挥着日益重要的作用。 本文以本土医疗器械企业R公司为例,对战略转型中的医疗器械企业的人力资源管理现状进行分析和研究,发现R公司在人力资源上存在着人才储备与公司战略匹配度不高、关键人才没有得到有效地开发和利用、不重视人才梯队的搭建、管理者过于业绩导向而不重视人才发展的问题,并且通过分析找到了造成这几个问题的原因,分别为人才的管理工作缺乏与公司战略的链接、对人才缺少识别和评估的标准、公司缺乏对人才培养的系统、公司尚未形成人才管理的文化。要解决R公司人力资源存在的这些问题,先要对人才进行全面的梳理和盘点是解决问题的关键,要先对人才进行有效地识别,才能针对性地进行利用、培养和保留。本文主要专注于R公司的人才盘点实施分析和结果应用研究,以人才盘点的实施环节为主线,分别对组织结构、高潜人才和对关键岗位的盘点进行了详细的阐述,对人才盘点实施后的结果在人力资源总体和具体上的应用进行了充分的说明,还对人才盘点的实施和结果应用过程中的保障措施进行了介绍,涉及组织保障、制度保障、资金保障和文化保障四个方面。 总之,人才盘点是R公司人力资源管理中很重要的一项内容,是制定人才战略的有效引擎,关乎公司业务战略的实现,关乎组织能力提升以及人才的保留和发展,其实施的结果还可以应用到人力资源各个模块,驱动人力资源各模块的工作。本文对R公司提供了全面而又详细的人才盘点实施和结果应用的方案,为企业人力资源从业者提供了研究案例,对同样处在战略转型期的国内医疗器械公司的人力资源管理具有借鉴意义,以此推动中国医疗器械企业的人力资源转型和发展。 
英文摘要: With the continuous deepening reformation of the national medical insurance system and the continuous promotion of the domestic substitution process of medical devices, China's medical device industry has ushered in a golden period of development. Chinese medical device enterprises are developing rapidly, and the competition in the industry is intensifying. Since the end of 2020, China has implemented the procurement policy with quantity in the medical device industry, which brings new development opportunities and challenges to the industry. Enterprises that enter the group of the procurement with quantity can increase their market share with the help of powerful national policies. At the same time, the sharp decline in purchase prices will force enterprises to reduce operational costs, magnify the scale effect and optimize the supply chain configuration. On the other hand, if enterprises want to further consolidate the market share, they must increase innovation investment to maintain the competitiveness of products in the industry. Therefore, local medical device companies are faced with the rapid transformation of business strategy, and talents play a decisive role. However, due to the rapid development of the medical device industry in recent years, the supply of talents is far behind the demand of enterprises. Under the external environment of talent shortage, fierce talent competition and soaring human costs, how to effectively identify, utilize and develop talents internally is particularly critical and important. Talent review is an important means for the management and dynamic monitoring of human resources in companies. It is increasingly becoming an important part of the loop activities of enterprise human resources management, and plays an increasingly important role in the realization of talent management and organizational strategy development in contemporary enterprise. This thesis takes R Company, a local medical device enterprise, as an example, to analyze and study the current situation of human resources management of medical device enterprises in strategic transformation. It is found that R Company has problems in human resources, such as low matching between talent pool and company strategy, ineffective development and utilization of key talents, no attention to the establishment of talent pipeline, and much more performance oriented compared with pay attention to talent development from managers. Through analysis, the causes of these problems are found, which are the lack of links between talent management and the company's strategy, the lack of standards for identifying and evaluating talents, the lack of a talent training system, and the lack of a talent management culture. To solve these problems in human resources of R Company, it is the key to comprehensively sort out and review the talents firstly, and effectively identify the talents before they can be utilized, trained and retained. This thesis mainly focuses on the implementation analysis and results application research of the talent review of R Company. Taking phases in the implementation of talent review as the main line, it respectively elaborates the review of organizational structure, high potential talents and key positions. And it fully explains the overall and specific application of the results of the talent review in human resources. It also introduces the safeguard measures in the implementation and application process of the results, which involves organizational security, institutional security, financial security and cultural security. In a word, talent review is a very important part of human resource management of R Company. It is an effective engine for formulating talent strategy, is related to the realization of the company's business strategy, the improvement of organizational capability, and the retention and development of talents. The results of its implementation can also be applied to various modules of human resources to drive the work of human resources. This thesis provides R Company with a comprehensive and detailed plan for the implementation of talent review and the application of results, provides research cases for enterprise human resource practitioners, and has reference significance for the human resource management of domestic medical device companies in the same period of strategic transformation, so as to promote the transformation and development of human resources of Chinese medical device enterprises.
