中文摘要：	摘要 随着当前经济快速发展，外部竞争压力持续加大，行业竞争愈发激烈，我国经济进入中高速发展时期，同时受新冠疫情影响，面临着建筑材料价格上涨，招标采购平台限制多、信息共享渠道窄；区域优势不显著，成本压降效果不理想；主营行业发展不均衡、品牌优势不明显等问题，在此背景下，有必要对企业招标采购管理作深入研究。 本文首先在广泛查阅国内外相关文献、期刊论文及相关研究成果基础上，界定了招标采购及管理的涵义，从招标采购基本程序、招标采购战略意义、采购战略分析等进行了阐述，对招标采购管理理论作了深入的分析；其次，通过介绍A企业发展现状和招标采购管理制度构建，对A企业招标采购管理面临问题和挑战进行了分析；此外，依据ECRS方法深入分析A企业招标采购管理客户关系、盈利模式、产品及服务三个维度，确定了A企业招标采购管理基本思路，从管理平台智能化、合作模式创新化、过程管控精益化、区域采购差异化、盈利模式共生化等五个方面落实具体实施途径。最后，从A企业四个主营业务领域针对性制定了招标采购优化策略，并提出了管理优化实施中的保障措施，即组织结构、技术支持、人力资源。 本文运用所学理论知识，结合具体的实践经验，对新的招标采购模式的探索，已经具备了一定的可行性，通过更细致的研究，对新的招标采购合作模式作以系统性突破，以适应A企业发展的实际需要，从而真正提高国有企业的管理水平，试图对类似企业招标采购发展有一定的借鉴作用。 关键词：招标采购；采购管理；ECRS方法；优化策略；保障措施
英文摘要：	Abstract With the rapid economic development, the external competition pressure continues to increase, and the industry competition becomes increasingly fierce. China's economy has entered a period of medium-high speed development. At the same time, affected by the COVID-19 pandemic, China is faced with rising prices of construction materials, more restrictions on bidding and procurement platforms, and narrow information sharing channels. Regional advantage is not significant, cost pressure reduction effect is not ideal; The main industry development is not balanced, brand advantage is not obvious and other problems, in this context, it is necessary to make an in-depth study of enterprise bidding and procurement management. In this thesis, based on the extensive review of domestic and foreign relevant literature, journal thesises and related research results, defined the meaning of bidding procurement and management, from the bidding procurement basic procedures, bidding procurement strategic significance, procurement strategy analysis, etc., to make a thorough analysis of the bidding procurement management theory; Secondly, by introducing the development status of A enterprise and the construction of the bidding and procurement management system, the problems and challenges facing the bidding and procurement management of A enterprise are analyzed. In addition, according to the ECRS method, profit model, product and service of A enterprise's bidding and procurement management are deeply analyzed, and the basic ideas of A enterprise's bidding and procurement management are determined. The specific implementation approaches will be implemented from five aspects: intelligent management platform, innovative cooperation model, lean process control, differentiation of regional procurement and co-development of profit mode. Finally, from the four main business areas of A enterprise, the bidding and procurement optimization strategy is formulated, and the guarantee measures in the implementation of management optimization are put forward, namely, organizational structure, technical support and human resources. In this thesis, by using the theory of learned knowledge, combined with practice experience, the exploration of new public bidding mode, have certain feasibility, through more detailed study, for new bidding procurement cooperation mode in A systematic breakthrough, to meet the development of the practical need of A enterprise, so as to really improve the management level of state-owned enterprises, This paper tries to provide some reference for the development of similar enterprises.
