中文摘要：	地方政府融资平台公司是中国特色经济的产物，这类平台公司与地方财政部门联系紧密,通常行使代政府财政融资的职能，承担为地方、区域基础设施建设筹措资金的任务。 2008年,中国政府为应对国际金融危机出台的“四万亿计划”让地方政府融资平台的成立数量、融资规模均呈现爆发式增长。尽管平台公司在城市基础设施等建设中发挥了重要作用，但随着国家历年一系列监管政策出台，全国各地的平台公司都面临着债务偿付及后续市场化转型压力。由于平台公司自身的市场化程度低，盈利能力不高，如何在现阶段解决地方政府融资平台公司的融资问题，是帮助平台公司生存下去的重要课题。 笔者在阅读国内外文献的基础上，首先对地方政府融资平台公司的定义及其在国内的发展历程、融资特点、相关理论基础等内容进行了阐述。随后选取了TB公司作为具体研究对象，对TB公司的发展历程、主要业务进行了介绍，详尽列示研究了TB公司的财务状况、资产情况、融资现状等方面内容，对公司收入及可利用资产情况进行了分析，为融资策略研究打好基础。通过研究发现，TB公司融资渠道单一，以贷款方式为主，还款来源高度依赖应收财政款项，还存在着内源融资、权益融资不足的问题，同时融资管理也不到位。本文结合公司实际，从拓宽融资渠道、改善内源及权益融资能力、提高融资管理水平三方面入手，对TB公司的融资策略提出了优化建议。在帮助 TB公司的走出融资困境及转型发展的同时，为更多具有相同性质的地方政府融资平台公司提供理论与实践两方面的借鉴参考。
英文摘要：	Local government financing platform companies are the products of the economy with Chinese characteristics. These platform companies are closely connected with the local financial departments, usually perform the function of financing on behalf of the government, and undertake the task of raising funds for local and regional infrastructure construction. In 2008, the "four trillion plan" issued by the Chinese government in response to the international financial crisis led to an explosive growth in the number of local government financing platform company and the scale of financing. Although the platform companies have played an important role in the construction of urban infrastructure, with the introduction of a series of regulatory policies over the years, platform companies are facing the pressure of debt repayment and subsequent market-oriented transformation. Due to the low degree of marketization and low profitability, local government financing platform companies have difficulties in financing. At this stage, how to solve the financing problems of the financing platform companies is an important issue to help them survive. Based on reading domestic and foreign literature, the author first expounds the definition, development history, financing characteristics and relevant theoretical basis of local government financing platform companies in China. Subsequently, the author selects TB Company as the specific research object to explain the issue. The article introduces the development history and main business of the TB Company, lists the financial status, assets and financing status in detail, analyzes the company's income and available assets. Sorting out the above information can lay a good foundation for the financing strategy research. Through research, it is found that TB Company has a single financing channel, mainly in the form of loans, and the repayment source is highly dependent on the financial receivables. There are also problems of insufficient endogenous financing and equity financing, and financing management is not in place. Based on the actual situation of the company, this paper puts forward optimization suggestions for TB's financing strategy from three aspects: broadening financing channels, improving endogenous and equity financing capacity, and improving financing management level. While helping TB Company get out of the financing dilemma and transformation and development, it also provides theoretical and practical reference for more local government financing platform companies with the same nature.
