中文摘要: EPC模式将设计、施工、采购全部纳入总承包,不仅减少了招标的费用,还便于合同的管理及机构的精简, 已成为现有建筑行业主流,有相当良好的未来发展趋势。 在近些年EPC工程项目的实际经验中发现,在设计阶段就已经决定了EPC工程项目近80%的费用,全部设计成果的合理与否,直接影响着EPC工程项目最终建成实体本身的经济性和安全性。与此同时,设计管理在整个设计过程中也起着重要的控制作用。除此之外,设计企业在EPC项目中的龙头作用也愈发明显。设计企业作为总承包商联合体的主导单位承接的EPC项目,在近些年的建筑市场中占据了相当重要的市场地位。 本文首先对EPC模式的发展趋势以及设计企业主导EPC项目的发展趋势进行了分析,阐述了本文的研究背景;其次,以EPC、设计管理、流程管理这几个概念为起点,对流程管理和流程优化理论进行了整理和归纳,对EPC项目设计管理流程与一般建设项目设计管理流程做出了区分,对比了设计单位、施工单位担任联合体主导单位的区别与特点,阐明了设计企业实施针对EPC项目的设计管理流程优化的必要性,为研究分析奠定理论基础;再次,对TA设计院组织机构及EPC项目设计管理流程的实施现状进行了研究分析,运用调查分析法对现状进行了问题诊断,得出目前存在的问题;运用流程优化相关理论,保留TA设计院EPC项目设计管理流程的原有总体架构,对调查研究中反映集中的问题进行了优化调整;与此同时,由于流程的优化对组织带来了变化,也对组织机构做出了相应的调整;提出严格过程控制管理、充分利用信息化平台、培养和引进复合型人才、建立健全绩效制度、提前介入意向项目、打通多种融资渠道等优化保障措施,解决组织、管理、人员、市场等问题的同时,确保TA设计院主导EPC项目设计管理优化后流程的顺利运行。  
英文摘要: EPC mode integrates the design, construction and procurement in the general contracting of the project. EPC mode can not only reduce the cost in the bidding, but also facilitates the contract management and simplifying of the institutes. EPC mode has become the mainstay in the current architecture industry and has great potential in the future development. In recent years, it has been found in the actual case of EPC project that 80% of the EPC project cost can be confirmed in the design phase. And the rationality of all the design results directly affects the economy and safety of the final completed entity of the EPC project. Meanwhile, design management also plays an important role in the control of the whole design process. In addition, the leading role of design enterprises in EPC projects has become increasingly obvious. The EPC projects undertaken by the design enterprise, which acts as the leading unit of the general contractor consortium, have dominated a major status in the construction market in recent years. The background section of this paper began on studying the development of regular EPC mode and those led by design company. Then few theories related to process optimization were summarized, started from the EPC projects, design management, process management, the author differentiated the process management of EPC project and regular one. Compared the features between projects that led by design company or construction contractor. Elaborated the necessity on design management process optimization of EPC projects. After that, both TA Design Institute and its current EPC project design management process were analyzed by investigation and analysis, few problems were raised. The author resolved these problems by using the theories mentioned above and be able to optimize the EPC project design management process. The original overall structure of the EPC project design management process of TA Design Institute was retained, and the problems reflected in the investigation and research were optimized and adjusted. Meanwhile, few adjustments on adopting the optimization were proposed to TA design institute due to the change of the process optimization. Finally, several guarantee measures on implementing optimization were introduced, including stricter design management, recruitment of qualified personnel, better incentive and reward system, early intervene on inclined projects, fully utilizing information platform and multiple financing resources. Minimize or eliminate possible causes that threat the EPC project, ensuring smooth operation of the EPC project design management process leads by TA design institute.
