| 中文摘要: | 近年来,为贯彻落实国企市场化改革的要求,央企以“优化管理模式、统筹资源配置、提高工作效率、强化创新驱动”为原则落实改革重大部署,整体趋势表现为整合、提质、增益,其中,组织结构和管理模式变革已成为改革的新课题和新挑战。矩阵式管理模式由于具有资源共享、促进横纵联系、应变能力强、工作效率高等特点,受到了很多央企的青睐。2020 年,中检集团根据战略和管理实践的需要,推出矩阵式管理模式,但未采用与之适应的管理要素来配套运行,导致变革认识浮于表面,机制难以匹配,过程冲突频发,进程困难重重。本研究以矩阵式管理理论及管理模式优化策略基础为指导,遵循提出问题-分析问题-解决问题及持续改进的逻辑框架,结合理论文献、研究调查及案例分析,以中检集团管理与经营实际情况为依据,紧密贴合企业经营,围绕矩阵式管理模式进行描述、探索、总结和创新。首先,分析研究了中检集团组织管理模式发展历程及变革目的,同时在深入研究中检集团矩阵式管理模式现状的基础上,找出了其在变革后存在的问题,包括多维干预引发矛盾冲突、责权利不等致横向线无实权、协调机制迟缓引发执行力下降、考核与激励机制不匹配四个方面,并从机制体制、管理体系、权责分工、沟通协调、绩效考核角度进行剖析。接着,在治理结构及总部管控、管理体系及工作机制、数字化转型及共享平台三方面给出了矩阵式管理模式优化策略。最后,提出如何推进优化策略的实施,并针对性提出了组织领导、资源配置、风险管控、合规运行、组织文化等层面的保障措施,以确保优化策略的有效落实。本研究针对中检集团的管理模式变革进行深入研究,切实考证矩阵式管理模式在央企改革这一领域的具体功能,为管理模式变革过程中遇到的难题提供策略与借鉴,具有很强的实用性,能够适用于多个领域,为我国同类型央企国企进行管理模式变革提供研究方法和参考案例,具备一定的指导价值和现实意义。 | |
| 英文摘要: | In recent years, in order to implement the requirements of market-oriented reform of state-owned enterprises, central enterprises have implemented the major deployment of reform in the principle of "optimizing management mode, coordinating resource allocation, improving work efficiency, and strengthening innovation driven". The overall trend is integration, quality improvement, and gain. Among them, the reform of organizational structure and management mode has become a new topic and challenge of reform. The matrix management mode is favored by many central enterprises because of its characteristics of resource sharing, promoting horizontal and vertical connections, strong adaptability and high work efficiency. In 2020, China Inspection Group launched a matrix management model according to the needs of strategy and management practice, but it did not adopt the management elements to support its operation, resulting in superficial understanding of change, difficult matching of mechanisms, frequent process conflicts and numerous difficulties in the process. Guided by the matrix management theory and management mode optimization strategy, this research follows the logical framework of "asking questions - analyzing problems - solving problems and continuous improvement", combines theoretical literature, research and case analysis, and takes the actual situation of the management and operation of China Inspection Group as the basis, closely fits the business operation, and describes, explores, summarizes and innovates around the matrix management mode. First of all, it analyzed and studied the development process and reform purpose of the organizational management model of China Inspection Group. At the same time, on the basis of in-depth research on the current situation of the matrix management model of China Inspection Group, it found out the problems after the reform, including the conflict caused by multi-dimensional intervention, the lack of real power caused by the unequal responsibilities, rights and interests, the decline of execution caused by the slow coordination mechanism, and the mismatch between the assessment and incentive mechanisms Analyze the division of responsibilities, communication and coordination, and performance appraisal. Then, the optimization strategy of matrix management mode is given in three aspects: governance structure and headquarters management and control, management system and working mechanism, digital transformation and sharing platform. Finally, it proposes how to promote the implementation of the optimization strategy, and proposes targeted safeguards at the organizational leadership, resource allocation, risk management and control, compliance operation, organizational culture and other levels to ensure the effective implementation of the optimization strategy. This study conducts an in-depth study on the management mode reform of China Inspection Group, practically verifies the specific functions of the matrix management mode in the field of central enterprise reform, and provides strategies and references for the problems encountered in the process of management mode reform. It is highly practical and can be applied to multiple fields, and provides research methods and reference cases for the management mode reform of the same type of central enterprises and state-owned enterprises in China, It has certain guiding value and practical significance. | |
