中文摘要: | 生产安全关系到员工的生命健康,关系到企业的长足发展,是企业发展的重要保障,特别是新时期,我党和国家强调:经济发展绝不能以牺牲人的生命为代价。为了能够保障企业的生产安全,预防生产安全事故,消除事故隐患,建立生产安全风险识别和评估模型,并制定风险控制措施,科学进行风险管理刻不容缓。 L公司是一家加拿大独资的汽车零部件研发及制造企业,于2012年在天津建立子公司,成立至今已10余年,总体生产安全状况平稳,然而仍旧存在一些生产安全方面的问题:生产安全事故频发,一年内发生大小事故共计22起;风险管理方面存在漏洞,员工违章行为频发,员工违章操作导致的事故占总事故数的73%。这些问题反映出L公司内部存在潜在的生产安全风险和隐患,如不加以管理则有可能酿成更为严重的后果。本文研究的目标就是帮助L公司进行风险的识别与评估,增强L公司员工的风险防范意识和能力,预防事故,降低风险。 本文首先梳理了L公司的生产安全管理现状,对L公司生产安全问题的原因进行了分析,其中管理因素有三条:一是L公司制度落实及监督检查不到位;二是L公司未能建立完善的风险分级管控体系;三是公司内部缺乏考核和奖惩。人的因素有一条:人员安全风险意识不足。其次本文确定了风险管理的目标和方法,目标是:在管理方面L公司需要通过构建风险分级管控体系,在人员方面增强员工的风险意识。总体思路是:建立风险识别小组,通过头脑风暴及JHA工作危害分析法对各个岗位的风险进行识别,建立岗位风险清单,之后通过LEC法对识别出来的风险进行评估,形成风险评价分级表及重大风险清单;再次针对低风险、一般风险和重大风险制定相对应的控制措施;最后得出研究结论:本研究帮助L公司建立了一套风险分级管控体系,对L公司生产安全意义重大,同时对其他机加工行业也有很重要的参考价值,同时指出了本论文研究结果的不足及展望,即随着L公司的发展壮大及风险理论管理知识的丰富,针对安全生产风险管理的研究也会更加深入。 | |
英文摘要: | Production safety is particularly important to the employees and long-term development of enterprises, nowadays, our country emphasizes that “economic development should not be at the expense of human life”. In order to guarantee the production safety of the enterprise, prevent production safety accidents and eliminate accident hazards, it is urgent to establish a risk identify and evaluate system. Company L is a Canadian owned auto parts R&D and manufacturing enterprise, established in 2012. It has been more than 10 years since its establishment. The general safety situation is not bad, but there are still some problems: firstly, production accidents occur frequently, within one year there are 22 accidents occurred. Secondly,employee violations occur frequently, and the accident rate caused by employee violations is 73%. These problems reflect that there are potential risks and hidden dangers within Company L, which may lead to serious accident. The goal of this thesis is that, help Company L to establish a risk identify and evaluate system, raise the risk awareness and ability of employees, in order to prevent accidents and reduce risks. At the very beginning, this thesis introduces the current safety management situation and analyzes the reasons for the production safety problems of Company L: There are three management factors. One is that some employees don’t comply with the management system of company L, the second is that Company L has not established a risk identify and evaluate system before, at the same time Company L has not established a performance evaluate system. One human factor is that the employees have little safety knowledge. Then, the risk management objectives and methods are determined. The objective is that, to establish a risk identify and evaluate system and take measures to improve the employees’ safety awareness. In order to identify the risks, Company L need to establish risk identification groups, the group members identify the risks of each position through brainstorming and JHA (job hazard analysis), and then evaluate the identified risks through the LEC method to get the result of the risk level. After that, take different measures for different levels of risks. Finally, drawn the conclusion. The thesis helps Company L to establish a risk identify and evaluate system, which is of significance to Company L and has important reference value for other machining industries. At the same time, it points out the shortcomings of the research results: with the development and expansion of Company L and the enrichment of risk management theories, further research need to be done. | |
