| 中文摘要: | 随着国家经济模式的转型和经济社会的快速发展,为解决电力供应与经济发展的矛盾,电力系统管理体系完成了重大变革和调整。近年来电力行业技术水平不断提高,作为智慧电厂的初级形态,电厂智能化建设也逐步受到政府和发电企业的重视,在发电企业中推广应用。 电厂智能化项目具有项目范围广、技术迭代快、协调难度大的特点,具有更高的风险性。同时此类项目在国内刚刚兴起,项目相关的管理经验较为匮乏,通常情况下,发电企业传统项目往往会忽视其中存在的各种潜在风险,疏于进行风险管理。因此,以BC公司智能化改造项目作为研究对象展开项目风险管理研究,对项目的顺利实施有重要的意义,同时也对电力行业智能化建设和智慧电厂建设有着实践指导意义。 本文首先使用文献调查法对风险、风险管理、项目管理和项目风险管理的相关理论和项目风险管理的研究方法进行梳理。接着介绍了BC公司智能化改造项目的基本情况,分析BC公司智能化改造项目的独特性,在此基础上使用德尔菲法和风险清单法对BC公司智能化改造项目进行风险识别并得出风险清单。然后基于项目生命周期对识别出的风险进行分类,应用德尔菲法确定项目各阶段风险的发生可能性和风险损失,使用损失期望值法对项目风险进行评估并针对项目不同阶段的风险进行分类排序以得出风险评估结果。最后根据风险评估结果结合BC公司的实际情况,制定了相应的风险应对措施和风险监控方案,为保障项目顺利实施提供依据。本文所使用的工具和方法,在电厂智能化项目风险管理中具有较强的可操作性,可以为相关研究提供参考。本文得出的电厂智能化项目风险应对措施和风险监控方案,可以在其他发电企业,特别是分布式能源站的智能化项目及智慧电厂建设中的项目风险管理起到一定参考意义。 | |
| 英文摘要: | With the transformation of the national economic model and the rapid development of the economy and society, the power system management system has completed major changes and adjustments to solve the contradiction between power supply and economic development.In recent years, the technical level of the power industry has been improved continuously,intelligent power generation and smart power plant are the latest directions in the field of power station technology,it will go through the process from primary form to advanced form and from local application to system application necessarily.In recent years, the technical level of the power industry has been constantly improved. As the primary form of smart power plants, the intelligent construction of power plants has gradually attracted the attention of the government and power generation enterprises, and has been promoted and applied in power generation enterprises. The power plant intelligent project has the characteristics of wide project scope, fast technology iteration, and great coordination difficulty, and has higher risk.At the same time, such projects are just emerging in China, and project related management experience is relatively scarce. Generally, traditional projects of power generation enterprises tend to ignore various potential risks and neglect risk management.Therefore, taking the intelligent transformation project of BC company as the research object to carry out the research on project risk management is of great significance to the smooth implementation of the project, as well as to the intelligent construction of the power industry and the construction of smart power plants. First of all, this thesis uses the literature survey method to sort out the relevant theories and research methods of risk, risk management, project management and project risk management.Then it introduces the basic situation of the intelligent transformation project of BC Company, analyzes the uniqueness of the intelligent transformation project of BC Company, and uses the Delphi method and the risk list method to identify the risk of the intelligent transformation project of BC Company and obtain the risk list.After that, this thesis classifies the identified risks based on the project life cycle, uses the Delphi method to determine the probability of risk occurrence and risk loss in each stage of the project, uses the loss expectation method to evaluate the project risks and sorts the risks in different stages of the project to obtain the risk assessment results.Finally, according to the risk assessment results and the actual situation of BC Company, it has formulated the corresponding risk response measures and risk monitoring programs to provide a basis for ensuring the smooth implementation of the project.The tools and methods used in this thesis have strong operability in the risk management of power plant intelligent projects, and can provide reference for relevant research.The risk response measures and risk monitoring scheme of power plant intelligent project obtained in this paper can play a certain reference role in other power generation enterprises, especially in intelligent projects of distributed energy stations and project risk management in the construction of smart power plants. | |
