| 中文摘要: | 科技成果转化是国家创新发展的不竭动力和重要保障,促进科技成果转化既是政策的导向也是科技进步的必要。我国的科技成果数量一直排在世界前列,而科技成果转化效率却与数量规模不相匹配,除了科技成果自身原因之外,更重要的原因是此过程中知识多样、供需主体多,对接不通畅等。 本文旨在融入知识服务的理念为科技成果转化赋能,选取提供科技成果转化服务的典型新型研发机构—T研究院作为实践场所,从实际工作出发构建知识服务体系,并通过服务方案的提出验证了体系的可靠性。此外,还将三螺旋创新理论及生命周期理论结合科技成果转化项目进行了推广验证。 本文的研究内容主要包括两个部分:一是对T研究院科技成果转化项目现状展开调研分析。运用访谈法对项目相关方和研究院核心从业人员进行采访,通过主题分析和三级编码处理质性素材,厘清知识服务体系的环境背景、内容依据,赋能重点。在此基础上,重点探究需求和问题相关的素材,对知识需求从内容、主体,类型三个角度展开分析,并从相关方、T研究院本身以及项目工作这三个方面识别出与知识服务相关的问题,为体系构建提供参考。二是基于T研究院科技成果转化项目构建知识服务体系。主要结合了三螺旋创新理论和科技成果转化项目生命周期理论,从体系的目的与原则、构成要素与结构,运行机制与服务方案三个方面展开阐述。其中,要素包括知识、供需关系对、知识需求,知识产品;运行机制涉及管理机制、决策机制,激励机制;服务方案有精准型、规范性,扁平型。构建时注重用项目实例验证阐释,针对知识需求和问题所提出的三种服务方案证明了体系的灵活可靠性。同时,也明确了知识服务体系的实施策略和保障措施,实施策略包含解读部署、采集加工、分析利用,反馈总结四个步骤,保障措施涵盖各相关方人才培养、行业组织引领,政策环境建设三个方面。 本文的知识服务体系从典型新型研发机构视角出发,覆盖多主体和多元知识,具有一定代表性与借鉴意义。未来可纳入行业或地区维度持续探索,整合知识资源创新性利用,提高科技成果转化整体服务水平与效率。图23幅,表19个,参考文献61篇。 | |
| 英文摘要: | The transformation of scientific and technological achievements is an inexhaustible driving force and an important guarantee for national innovation and development. The number of Chinese scientific and technological achievements has always been in the forefront of the world, but the efficiency of the transformation is not matched with the quantity. In addition to the reason of scientific and technological achievements themselves, the more important reason is that the transformation process has diverse knowledge and many supply and demand parties while the connections are not smooth. The purpose of this paper is to integrate knowledge service concept for the transformation of scientific and technological achievements, selecting a representative service institute-Institute T to build a problem-oriented knowledge service system. The work starts from the actual work, according to qualitative data analysis which covers the requirements, problems, and so on. The reliability of the system is verified by three solutions of service. Meanwhile, in the process of constructing the knowledge service system, the triple helix theory and the life cycle theory of the transformation of scientific and technological achievements are promoted and verified. The research content of this paper mainly includes two parts. The first part is to investigate and analyze the status of scientific and technological achievements transformation project of Institute T. 8 project stakeholders and core practitioners of the institute are interviewed. Then the qualitative materials are processed by thematic analysis and three-level coding, so as to clarify the environmental background, content basis, and empowerment goal of the knowledge service system. On this basis, the paper focuses on exploring materials related to knowledge requirements and problems by analyzing knowledge requirements from three perspectives: content, subject and type, and identifying problems related to knowledge service from three aspects: relevant parties, Institute T itself and project work. The second part is to construct the knowledge service system based on the transformation project of scientific and? technological achievements of Institute T. It mainly combines the triple helix innovation theory and the life cycle theory of the transformation project of scientific and technological achievements. The research expounds the system from three aspects: purpose and principles, elements and structure, operation mechanism and service solutions. Specifically, the elements include knowledge, combination of supply and demand, knowledge demand, and knowledge products; Operation mechanism involves mechanism of management, incentive, and decision-making; The service solutions are the precise type, the standardized type, and the flat type. During the construction, project examples are used to verify and explain the system. Three kinds of service solutions are proposed to solve the knowledge requirements and problems, which prove the flexibility and reliability of the system. Furthermore, the paper also defines the implementation strategy and guarantee measures of the knowledge service system. The implementation strategies contains four steps: interpretation and deployment, collection and processing, analysis and utilization, feedback and summary. The guarantee measures cover three parts: personnel training of relevant parties, industry organization guidance, and policy environment construction. The knowledge service system proposed in this paper, starting from the perspective of a typical new research and development institutions, covers multi-subject and multi-knowledge. It has certain representative and reference significance and can be incorporated into the industrial or regional dimension for continuous exploration in the future, in order to integrate the innovative use of knowledge resources and improve the overall service level and efficiency of the transformation of scientific and technological achievements.
