中文摘要:工程咨询行业是为建设工程项目提供第三方智力服务的行业,在我国随着改革开放,经济蓬勃发展,国家大力投资发展基础建设及固定资产的同时,咨询行业作为建设投资的附属行业应运而生,经过二十多年的发展历程,工程咨询行业规模已经成熟,而且越来越作为独立的第三方服务业发挥着重要作用。然而近几年我国为了与世界经济接轨,接二连三的进行制度改革,再加上当前全球新冠肺炎疫情肆虐,房地产断崖式塌方,国际经济与国内经济变化莫测,工程咨询企业前景堪忧,为了能够在复杂的环境中寻求生存与发展,不得不重新审视自己,改变或完善公司的发展战略,这对每个企业都是高难度的考验与挑战。 ZHD 咨询有限公司是2007年由中国北京的咨询企业发展组建,主营工程投资咨询、前期咨询、工程造价咨询、工程招标投标代理、工程项目管理等业务,经过十四年不断的努力,积累了丰富的工作经验,塑造了ZHD咨询服务品牌,形成了贯穿建设项目全生命周期的咨询服务业务链条,构建极具操作性的服务体系。本文以ZHD 咨询有限公司为研究对象,通过系统的分析总结,对公司的发展战略做出选择。本文首先运用PEST 分析法、波特五力分析模型和外部因素评价矩阵对ZHD咨询有限公司的外部环境进行分析,然后再用价值链分析和内部因素评价矩阵对公司的内部环境进行分析,最后根据ZHD 公司发展的执业理念以及SWOT 分析矩阵得出公司的战略方案,再阐述公司实现战略的有效策略及保证措施。当前,伴随建筑市场环境剧烈变化以及数字化信息技术的迅猛发展,公司需要与时代同频共振,采用横向一体化、纵向一体化战略和低成本战略,全国范围内设立分支机构,业务多元化,延申精进产业链,开展全过程咨询,同时优化组织结构和管理机制、加快数字化转型、深化企业价格数据库建设,形成合理而高效的内部运作机制和客户对接服务机制,以严密的流程方式管控,标准化成果展示一流团队的风采。 ZHD 咨询有限公司是由传统的小规模造价咨询公司逐步形成全过程咨询的中型咨询企业,典型的代表了这一类公司在目前形势下所面临的共同的困境,如何走出困境,向好发展,这就是本文的研究价值所在。作者希望通过对ZHD 咨询有限公司的发展战略研究,能为同类型企业发展提供一些参考意见。关键词:工程咨询;发展战略;一体化战略;低成本战略 
英文摘要:Engineering consulting industry is an industry that provides third-party intelligence service for construction projects. With the reform and opening-up of our country, the economy is developing vigorously, and the state invests and develops infrastructure and fixed assets vigorously, as a subsidiary industry of Construction Investment, consulting industry comes into being. After more than 20 years of development, the scale of engineering consulting industry has matured, and more and more play an important role as an independent third-party service industry. However, in recent years, our country has been carrying on the system reform one after another in order to connect with the world economy, in addition to the current global coronavirus epidemic, the real estate cliff collapse, and the unpredictable changes of the international and domestic economy, in order to survive and develop in the complex environment, engineering consulting companies have to re-examine themselves, change or improve the company's development strategy, which is a high-level test and challenge to every enterprise. ZHD Consulting Co. , Ltd. was established in 2007 by consulting enterprises in Beijing, China, mainly engaged in project investment consulting, pre-consultation, Project Cost Consulting, project bidding agent, project management, etc. , after 14 years of continuous efforts, accumulated rich work experience, shaped the ZHD consulting service brand, formed throughout the whole life cycle of the construction project consulting service business chain, to build a highly operational service system. This article takes ZHD Consulting Co. , Ltd. as the research object, through the systematic analysis and summary, makes the choice to the company's development strategy. In this paper, PEST analysis, Porter's five forces analysis model and external factors evaluation matrix are used to analyze the external environment of ZHD Consulting Co. , Ltd. , then the internal environment of Zhd company is analyzed by value chain analysis and internal factor evaluation Matrix, and the strategic plan of Zhd Company is obtained according to the development concept of ZHD company and SWOT analysis matrix, then the effective strategy and guarantee measures to achieve the strategy are described. At present, with the rapid change of construction market environment and the rapid development of Digital Information Technology, the company needs to resonate with the times and adopt horizontal integration, vertical integration strategy and low-cost strategy, setting up branches nationwide, diversifying business, extending and improving industrial chain, carrying out consultation in the whole process, optimizing organizational structure and management mechanism, speeding up digital transformation, deepening the construction of enterprise price database, form a reasonable and efficient internal operation mechanism and customer docking service mechanism, with strict process control, standardized results show the first-class team style. ZHD Consulting Co. , Ltd. is a medium-sized consulting enterprise formed by traditional small-scale cost consulting companies in the whole process of consulting, which is typical of the common predicament faced by this kind of companies in the current situation, how to get out of the predicament, good Development, this is the value of this study. The author hopes that the development strategy of ZHD Consulting Co. , Ltd. can provide some reference for the development of similar enterprises.
