中文摘要:21世纪经济全球化迅猛发展,科技迎来无国界的新时代,科技创新已成为全世界各国综合国力的体现。研发是创新的关键,近几年我国也加大了对高新技术企业的扶持,在十三五计划中明确提出应进一步优化产业结构,由投资驱动转变为创新驱动,而创新的驱动力是研发。不同于其他企业,研发管理对维持高新技术企业的良好运营尤为重要。《2020年全国科技经费投入统计公报》指出:全国的研发经费投入2020年比2019年增加2249.5亿,高达24393.1亿元。其中各类企业研发经费支出为18673.8亿元,同比增长10.4%。研发人员经费人均为46.6万元,同比增加0.5万元。由此可看出我国各界科研经费在逐渐增加,且增幅较高,企业投入尤为突出,社会各界越来越重视科学技术的发展,如何对需要如此高额投入的活动进行有效管理对企业有至关重要的影响。 本文首先对研究背景、目的及意义进行阐述,然后梳理国内外相关文献,提出本文的研究框架及采用的分析方法,最后以具体案例A公司为研究对象,分析其作为高新技术企业的研发管理现状,主要通过人员访谈找出管理中存在问题提出针对性的改进意见。综合国内外研究,研发的管理虽然存在诸多难题,但是规范化的管理对研发活动的成功、企业蓬勃发展有着显著的积极作用。通过研究A公司发现,其在研发管理中主要存在的问题有:立项筹备不足;实施阶段缺少控制;研发绩效激励不足。为解决以上问题,以公司内部管理流程为切入点,从根本解决问题。对此提出的改进措施为:改善研发管理设计;加强实施过程中的监督;完善研发绩效管理。希望本文的研究能够帮助案例公司完善其研发管理,提高企业核心竞争力,也希望能对存在相似问题的高新技术企业有借鉴意义。  
英文摘要:In the 21st century, with the rapid development of economic globalization and the rapid growth of information technology and high and new technologies, scientific and technology usher in a new era of borderless, and scientific and technological innovation has become the embodiment of the comprehensive national strength of all countries in the world. R&D is the key to innovation. In recent years, China has also increased the financial support for high-tech company. At the 13th Five-Year Plan, it has been clearly proposed that the industrial structure should be further optimized to turn investment-driven into innovation-driven, and the driving force of innovation is R&D. Different from other enterprises, R&D management is particularly important to maintain the good operation of high-tech enterprises. In the basis of the Statistical Bulletin of the National Investment in Science and Technology in 2020, the national investment in research and development in 2020 will increase by 224.95 billion yuan compared with 2019, reaching 2.439.31 billion yuan. Of this amount, enterprises' R&D expenditure reached 1.867.38 trillion yuan, up 10.4% year on year. The per capita expenditure for R&D personnel was 466,000 yuan, an increase of 5,000 year-on-year. Therefore, the scientific research expenditure of all circles in China is gradually increasing, and the increase rate is relatively high, especially the enterprise investment. The society attaches more and more importance to the development of science and technology. How to effectively manage the activities requiring such high investment has a crucial impact on enterprises. This paper first expounds the research background, purpose and significance, and discussion on related literature at home and abroad, put forward in this paper, the research framework and analysis methods, the last in the specific case of A company as the research object, analyzing it as A high and new technology enterprise management present situation of research and development, mainly through interviews to find management problems existing in the corresponding improvements are put forward. Comprehensive research at home and abroad shows that although there are many difficulties in R&D management, standardized management plays a significant positive role in the success of R&D activities and the vigorous development of enterprises. Through the study of A, it’s main problems in the research and development management are: Insufficient preparations for project establishment; Lack of control in the implementation phase; Insufficient R&D performance incentive. A company's internal management process as the entry point, from the root to solve the problem. The improvement measures are as follows: improving R&D management design; Strengthen the supervision in the implementation process; Improve R&D performance management. Hope this study can help the case company improve its research and development management, improve competitiveness, and have a reference for high-tech enterprises with similar problems.
