| 中文摘要： | 国以才立，政以才治，业以才兴。人才是生产力最具活力的因素，抓住了人才就把握住了生产力发展的关键。面对全球经济一体化和不断变化的宏观经济环境，在金融危机中实现经济社会平稳较快发展，必须进一步提高人力资本积累的速度，大力开发和有效利用人才资源，全面提升人才竞争力。 临朐县位于山东省中部，潍坊市西南部，地处沂蒙老区，毗邻东部沿海发达地区。改革开放以来，全县经济和社会各项事业快速发展，人才资源开发也取得了显著成绩。但是分析表明，在内在层面上，人才总量、结构和素质还不能完全满足经济社会发展需要，市场配置人才基础性作用发挥还不够，人才流动的体制性障碍也尚未消除；在外在层面上，外部体制断层、人才近距外流、引才优势滞后等困难与问题仍然突出，如何通过科学制定人才发展战略规划，加大人才资源开发利用力度，推进经济社会科学发展已成为一个亟需解决的问题。 本文试从人才理论和区域经济发展角度出发，在对临朐县人才队伍建设历程进行回顾、对人才队伍现状进行分析的基础上，结合即将开始的国家“十二五“发展规划，对临朐县2010——2015年的人才队伍建设进行了战略规划，力求从理论层面为县委、县政府科学决策提供参考依据。 | |
| 英文摘要： | A nation is built up by talents, a government is managed by talents and a cause is grown and flourished by talents as well. Talents are the most vigorous factor of productive forces. Grasping talents is catching hold of the development focus of productive forces. Facing the economic globalization and continuous changes of the macroeconomic environment, in order to realize steady and quicker development of the society and economy during the financial crisis, we must further increase the speed of talent capital accumulation, energetically develop and effectively utilize the talent recourses, completely enhance the competitive power of talents. Linqu County is situated in the middle area of Shandong Province, southwest of Weifang City, the old revolutionary area of Yimeng mountains, bordering the eastern coastal regions. Since reform and opening outside, all the economic and social undertakings in Linqu County have developed rapidly and the development of talent resources has also achieved remarkable success. However, according to the analysis, at the internal level, the total number, structure and quality of talents cannot completely meet the demand of economic and social development, the basic function of the talent marketing distribution is not enough, and the systematic obstacles to talent circulation have not been cleared away yet. At the external level, some difficulties and problems are still very conspicuous such as the gap of outer system, the talent outflow of near distance and the sluggish advantages of talent import. It has become a problem demanding prompt solution on how to strengthen the development and utilization of talent recourses and promote the scientific development of economy and society, through making a scientific talent development strategic plan. This article, from the talent theory and regional economic development, on the basis of looking back on the course of Linqu talent construction and analysis of the present situation of Linqu talent ranks and combining the national “12th Five-Year Development Plan”，making a strategic program on the talent rank construction of Linqu County from the year 2010 to 2015, and from the theoretical level, strives to provide some reference basis for the scientific decision by Linqu CPC committee and Linqu government. | |
