中文摘要:新电改的深入推进改变了我国电网企业以往带有垄断性质的经营环境,为电网企业的发展带来了新的问题与挑战,供电公司需要优化内部管理机制,积极应对经营环境的变化,而绩效评价与供电企业的内部管理水平之间关系密切,能够反映出供电企业内部管理水平的高低,从中找出需要改进的不足之处。因此,本文结合新电改的背景以国网天津静海供电公司为对象,对供电企业的绩效评价问题进行了探究,分析平衡积分卡理念应用于供电企业绩效评价体系的可行性与必要性,并构建了基于平衡积分卡理念的国网天津静海供电公司绩效评价体系,应用该体系对国网天津静海供电公司2019年的经营绩效做出评价,丰富供电企业绩效评价问题研究的成果,为国网天津静海供电公司经营绩效评价体系的改进提供一定的参考。 本文依据国网天津静海供电公司的行业特点与绩效评价体系的现状,以平衡积分卡理念为指导,将安全维度融入到平衡积分卡现有的四个维度中,从财务层面、客户层面、内部流程层面、学习与成长层面、安全层面共五个维度构建了国网天津静海供电公司绩效评价体系,以实现对现有绩效评价体系的优化。2019年国网天津静海供电公司的综合绩效的评价结果以及各维度的评价结果均为良,说明国网天津静海供电公司的整体经营情况尚可,但仍存在进一步改进的空间。国网天津静海供电公司在财务层面应努力增加售电量来提高销售收入,在客户层面应加大95598故障抢修服务的建设力度,注重电力设备的维护与更新,加强主网与配电建设,提高客户服务的质量和水平;在内部流程层面应加大输配电技术的改进和更新,优化线路与输配电管理,明确用电信息系统日均采集的作业流程与标准,改进稽查与信息化工作流程与方案;在学习与成长层面应加大优秀人才与高层次领军人才的引入力度,做好员工培训工作,加大科技创新项目的投入与开展力度;在安全层面应加强安全知识培训学习活动,进行安全技能的月度考核,做好电网安全技术的研发与更新活动,不断提高电力设备的安全性能;建立起供电设备定期检查与维护制度。为保障积分卡绩效评价体系在国网天津静海供电公司的顺利推进,本文提出了成立专门的平衡积分卡绩效评价体系推进小组,动态调整优化绩效评价体系中的指标,做好绩效评价的跟踪监控工作,重视绩效评价结果的反馈与应用等保障措施。 
英文摘要:The deepening of the new power reform has changed the monopoly business environment of China's power grid enterprises in the past, and brought new problems and challenges to the development of power grid enterprises. Power supply companies need to optimize the internal management mechanism and actively respond to the changes in the business environment. The performance evaluation is closely related to the internal management level of power supply enterprises, which can reflect the internal management level of power supply enterprises To find out the deficiencies that need to be improved. Therefore, combined with the background of the new power reform, taking the State Grid Tianjin Jinghai power supply company as the object, this paper explores the performance evaluation of power supply enterprises, analyzes the feasibility and necessity of applying the Balanced Scorecard concept to the performance evaluation system of power supply enterprises, and constructs the performance evaluation system of State Grid Tianjin Jinghai power supply company based on the concept of balanced scorecard Tianjin Jinghai power supply company's performance evaluation in 2019 enriches the research results of power supply enterprise performance evaluation, and provides certain reference for the improvement of State Grid Tianjin Jinghai power supply company's business performance evaluation system. According to the industry characteristics of State Grid Tianjin Jinghai power supply company and the status quo of performance evaluation system, guided by the concept of Balanced Scorecard, this paper integrates the safety dimension into the existing four dimensions of Balanced Scorecard, and constructs the performance evaluation of State Grid Tianjin Jinghai power supply company from five dimensions: financial level, customer level, internal process level, learning and growth level, and security level System.
