中文摘要：	随着互联网技术的广泛应用，电商公司的崛起，全民消费升级以及国际贸易的发展，物流的战略性地位也逐渐显现，作为物流“最后一公里”的同城货运，直接关联消费市场，更是为直接促进我国经济的发展，推动国内国际“双循环”贡献了不可忽视的作用。同城货运最早起源于美国，20世纪90年代逐渐进入到中国大陆，在21世纪迎来了快速发展的阶段，目前同城货运的市场规模已经超万亿，诸多同城货运公司迫不及待加入蓝海创业，但是在同城货运发展的过程中，很多问题逐渐暴露，而这些问题则会导致企业在发展的过程中遇到种种风险，如果不能控制好企业在发展过程中遇到的风险，制定相应的风险控制策略，企业只能成为市场的牺牲者。 本研究从项目管理角度分析同城货运风险业务控制的策略，每个企业在生产经营中都有可能发生风险，但如何化解和减少风险是企业经营者必须进行研究的，企业的风险管理是一项重要的工作，由于风险的结果可能威胁到企业的生存，因此企业必须采取适当的风险控制策略进行风险管理。本研究从风险控制策略的几种策略：避免风险策略、控制风险策略、分散与中和风险策略、承担风险策略、转移风险策略等角度分析同城货运业务存在的外部环境风险、内部管理风险以及财务风险。同城货运业务经营公司作为蓬勃发展的市场主体，本研究通过文献调查的方式，整理同城货运业务存在的问题与风险以及专家学者针对企业的风险控制提出的可行性策略，提高企业项目管理的风险意识，同时针对外部环境、内部管理以及财务风险提出策略，指导同城货运业务经营公司在市场中更好的发展；同时采取案例研究的方式，以HL公司为例，针对HL公司遇到的关键风险，提出有针对性的风险控制策略。论文最后进一步从案例企业中归纳和提升有关风险管理和风险控制的启示。 论文将风险管理和风险控制相关理论应用到HL公司同城货运业务的风险控制策略中，具有一定的应用创新价值。论文研究对HL公司同城货运业务的风险控制具有一定的指导作用，同时，对同城货运行业和相关企业风险控制策略的实施具有一定的参考和借鉴价值。
英文摘要：	With the wide application of Internet technology, the rise of e-commerce companies, the upgrading of national consumption and the development of international trade, the strategic position of logistics is gradually emerging. As the "last mile" of logistics, the same-city freight enterprise is directly related to the consumer market, and it contributes to the direct promotion of China's economic development and domestic and international "double circulation". City freight originated in the United States, and gradually entered Chinese mainland in the 1990s, which ushered in a stage of rapid development in the 21st century. At present, the market scale of city freight has exceeded one trillion yuan, and many city freight companies can't wait to join the Blue Ocean to start a business. However, in the process of development of city freight companies, many problems are gradually exposed, and these problems will lead enterprises to encounter various risks in the process of development. If we can't control the risks encountered by enterprises in the development process and formulate corresponding risk control strategies, enterprises can only become the market. This thesis analyzes the risk control strategy of the freight company in the same city from the perspective of project management. Every enterprise may have risks in production and operation, but how to resolve and reduce risks is an important task for enterprise managers. Because the results of risks may threaten the survival of enterprises, enterprises must adopt appropriate risk control strategies for risk management. This thesis analyzes the external environmental risk, internal management risk and financial risk of the same city freight company from several risk control strategies: risk avoidance strategy, risk control strategy, risk dispersion and neutralization strategy, risk taking strategy and risk transfer strategy. As the main body of the booming market, this thesis, by means of literature investigation, sorts out the problems and risks existing in the same city freight enterprises and the feasible strategies put forward by experts and scholars for enterprise risk control, improves the risk awareness of enterprise project management, and puts forward strategies for external environment, internal management and financial risks to guide the better development of the same city freight enterprises in the market. At the same time, taking HL Company as an example, this thesis expounds the risks encountered by HL Company, the strategies made for risks and the enlightenment to the same city freight companies, which has certain hints and reference significance for the same city freight companies in formulating risk control strategies. In this thesis, through expounding the risk control strategy research of the same-city freight company, perfecting the relevant theoretical materials of the same-city freight company in the field of risk control strategy, and combining theory with practice, HL Company, as a leading enterprise deeply involved in the field of the same-city freight company, has gone through many stages from its start to its development, expounding the risks encountered by HL Company, the strategies made against the risks and the enlightenment to the same-city freight company, which has certain hints and reference significance for the same-city freight company in formulating the corresponding strategies for project management and risk control.
