中文摘要：	随着我国基础设施建设的蓬勃发展，项目规模持续扩大，多年来，政府资金空缺、政府财政压力加大等问题日益凸显，因此国家鼓励和支持采用PPP项目融资模式。PPP项目融资模式作为一种可以吸纳社会资本的模式，在我国基础设施项目建设中逐渐活跃起来，该模式不但可以减少地方政府债务较大的压力，还可以充分发挥社会资本的专业能力，提高项目建设质量，同时进一步提升了项目资金使用率。 基于上述背景，本文就PPP模式下的基础设施项目融资方式进行探讨，力图结合融资环境分析，解决基础设施项目融资困难的问题。论文首先对PPP模式、融资理论等相关概念进行概述，对国内外相关研究进行了梳理。然后基于宏达公司滨海项目这个实际案例，通过介绍该项目的背景情况及融资现状，分析该项目在融资过程中遇到的问题，包括：发行城投债被拒以及银行贷款受阻等，分析导致上述问题的原因，并提出了PPP模式下项目融资优化方案，该优化方案基于AHP层次分析法，通过对项目融资环境体系的分析，制定了首选“银行贷款结合PPP基金形式融资”以及“外部债权融资”的方案，丰富了该项目的融资方式，实现了PPP模式下的多渠道项目融资。最后。为确保优化方案得到良好实施，提出了PPP模式下项目融资的相关保障措施及建议，主要针对项目内部及社会资本方的实操层面，包括提升公司征信水平、加强公司风险控制、融资风险分担机制建立等。 资金保障工作作为基础设施项目建设的重点之一，做好融资环节对于项目建设意义重大。因此，本文通过对案例的研究，希望能够对PPP模式应用于基础设施项目的融资提供新的思路，改变以往单一的融资方式，具有较强的理论研究价值和现实可操作意义。
英文摘要：	With the vigorous development of infrastructure construction in my country, the scale of projects continues to expand. Over the years, problems such as government funding vacancies and increasing government financial pressure have become increasingly prominent. Therefore, the state encourages and supports the use of PPP project financing models. As a model that can absorb social capital, the PPP project financing model has gradually become active in the construction of infrastructure projects in my country. This model can not only reduce the pressure of local government debt, but also give full play to the professional ability of social capital to improve projects. The quality of construction has been further improved, and the utilization rate of project funds has been further improved. Based on the above background, this paper discusses the financing methods of infrastructure projects under the PPP model, and tries to solve the problem of financing difficulties for infrastructure projects based on the analysis of the financing environment. The paper firstly summarizes the related concepts such as PPP model and financing theory, and sorts out the relevant research at home and abroad. Then based on the actual case of Hongda's coastal project, by introducing the background of the project and the current situation of financing, it analyzes the problems encountered in the financing process of the project, including: the rejection of issuing urban investment bonds and the obstruction of bank loans. The reasons for the above problems, and put forward the project financing optimization plan under the PPP mode, the optimization plan is based on the AHP analytic hierarchy process, through the analysis of the project financing environment system, formulates the preferred "bank loan combined with PPP fund financing" and "external creditor's rights". "Financing" scheme has enriched the financing methods of the project and realized multi-channel project financing under the PPP model. At last. In order to ensure that the optimization plan is well implemented, relevant safeguard measures and suggestions for project financing under the PPP model are put forward, mainly aimed at the practical aspects of the internal project and social capital, including improving the company's credit reporting level, strengthening the company's risk control, and sharing financing risks. mechanism establishment, etc. Fund security is one of the key points of infrastructure project construction.
