中文摘要:创新是人类永恒的主题。构建创新型国家,提高自主创新能力,是贯彻落实科学发展观的重要举措,同时也是切实转变经济发展方式,增强综合国力的重要途径。人才是自主创新活动的实施者。因此,一个国家或地区创新发展的关键在于开发和拥有一支宏大的创新人才队伍,特别是要拥有一支具有核心实力的高层次创新型科技人才队伍。 伴随着国家改革与发展事业的不断推进,天津市作为环渤海地区重要的中心城市,在发展道路上既面临着新的机遇,同时也面临着新的挑战。要想在激烈的国际、国内竞争中,实现成功发展,离不开高层次创新型科技人才的有力支撑。虽然天津市加大了对高层次创新型科技人才队伍的开发与管理力度,并已取得了突出进展,但与其他发达省市相比,高层次创新型科技人才队伍状况还存在一定差距。从总体来说,天津市仍面临着严重的人才缺失危机。因此,加强对天津市高层次创新型科技人才队伍发展战略的深入研究具有重要的现实意义和理论价值。 本文以人力资本理论、人才流动理论以及人才开发理论等作为理论指导,运用了文献研究法、统计分析法、比较研究法等方法,对天津市高层次创新型科技人才利用现状进行了分析,指出整体发展环境有待提高,没有很好地解决引进人才的基本生活待遇和科研条件问题,没有建立一个有力的政策体系是制约天津市人才发展的主要原因。同时,本文对主要发达国家和国内部分发达省市的人才战略和具体措施进行了对比分析。在此基础上,结合天津市未来产业结构调整的发展需要,提出了天津市高层次创新型科技人才的战略思路和战略目标,并从完善公共政策、优化市场机制、开拓引进渠道、加强平台建设等方面提出了一系列可行性建议。  
英文摘要:Innovation is an eternal theme of human kind. Improving the ability of self-innovation by building an innovation-oriented country is the important measure to implement the scientific concept of development as well as the best way to change the mode of economic development and enhance comprehensively national strength. Creative talents are undertakers of independent innovation. Therefore, the key of development of a country or a zone is to possess a strong contingent of creative talents, especially the high-level creative science and technology talents. As an important center city in the region of the Around Bo Sea Area,TianJin is facing both new opportunities and challenges going with the reformation and opening of our country. For the success in ensuring development in the fierce competition, TianJin needs the powerful support offered by the high-level creative science and technology talents. Though TianJin has devoted more efforts to human resources development and management of the top level creative science and technology talents and has made the gratifying achievement in practice of human resources development and management, but compared with other developed provinces and cities, there is also certain disparity. As a whole, TianJin is in facing of the serious lack crisis for the top level creative science and technology talents. So, it is vital to make scientific study on TianJin city’s own strategies for the training and development of the high-level creative science and technology talents. This paper makes a literature review of the theories of labor-power capital,talent flow and talent developing. And then it analyses the present situation of the contingent of creative talents in TianJin, by using the methods of document studies, statistic studies and comparative studies. This paper indicates that low paying, lacking of finer condition for scientific research and lacking of a powerful system of talent policy are the main factors to restrict the development of creative talents in T city. Base on that, this paper indicates the strategy and the goals about the development of the contingent of the high-level creative science and technology talents. And at last, this paper puts forward a series of constructive suggestions about the countermeasure of personnel development from deferent aspect, such as, perfecting the talent policy, optimizing the system of talent market, exploiting the channel of talent import and how to cultivate a favorable environment, etc..
