中文摘要：	伴随着以我国工业为代表的全球工业的快速发展，作为主要工业原材料的 矿产资源的需求量持续增长。矿产资源的开发有赖于持续的矿山建设，目前我 国一些矿山建设服务企业在国内和国际市场上快速发展，占据了可观的市场份 额。企业的在建项目迅速增多带来对矿山建设项目管理能力的更高要求，特别 是对有关联的若干矿山建设项目——即矿山建设项目集的管理，为此，实施以 项目集管理组织结构为核心的组织变革，能够显著提升企业的项目集管理能力。 鉴于此，本文以 J 公司矿山建设项目集管理组织结构设计为研究对象，首 先介绍了本课题的研究背景，描述本文应用到的研究方法，并回顾项目集管理、 组织设计、组织变革有关的理论；接下来介绍了 J 公司及矿山建设项目，然后 将 J 公司项目管理的组织结构与相关的管理问题结合起来进行分析；而后，本 文以 J 公司总部的视角为基础，设计了以项目集管理组织结构为核心的、包括 组织层和项目层的两部分的项目集管理组织结构。最后，本文从组织变革理论 出发，为 J 公司项目集管理组织结构的实施提出具体保障。本文研究使用了文 献研究法、案例分析法、调查研究法。 论文的研究为矿山建设企业的项目集管理组织结构设计提供了实践上的参 考，其中对于项目集管理办公室的构建、责权划分、组织变革委员会的设立等 适用于矿山建设企业项目集管理模式的创新。此外，企业文化的创新、企业信 息化系统的建设和应用都能够推动组织变革。最后得出结论，矿山建设采取项 目集管理的组织结构，可以实现企业多层级管理机构在项目管理上的步调一致、 提升企业对项目间、项目和职能部门间的管理和协调能力，最终实现企业战略 目标与项目目标统一。
英文摘要：	With the rapid growth of global industry represented by Chinese industry, the demand for mineral resources as the main raw material continues to grow. The development of mineral resources depends on continuous mine construction. At present, some mine construction service enterprises in China are developing rapidly both in the domestic and international markets, occupying a considerable market share. The rapid increase in the number of projects under construction of enterprises has brought higher requirements for the management capabilities of mine construction projects, especially for the management of several related mine construction projects—that is, the management of mine construction program. Therefore, the implementation of organizational reforms centered on the program management organizational structure can significantly improve the program management capabilities of enterprises. In this situation, this thesis takes the organizational structure design of J Company's mine construction program management as the research object, firstly introduces the research background of this topic, describes the research methods applied in this thesis, and reviews the theories related to program management, organizational design and organizational change ; Next, it introduces J Company and mine construction projects, and then analyzes the organizational structure of J Company's project management and related management issues; and then based on the perspective of company J's headquarters, this thesis designs a two-part organizational structure with program management organizational structure as the core, including organizational level and project level. Finally, starting from the theory of organizational change, this thesis puts forward specific guarantees for the implementation of the organizational structure of J Company's program management. This research uses literature research method, case analysis method and survey research method. The research of this thesis provides a practical reference for the organizational structure design of program management in mining construction enterprises. Among them, the construction of program management office, division of responsibilities and rights, and the establishment of organizational reform committees are suitable for the innovation of project management mode of mining construction enterprises. In addition, the innovation of corporate culture, the construction and application of corporate information systems can promote organizational change. Finally, it is concluded that the organizational structure of program management in mine construction can realize the unanimous step of the multi-level management organization of the enterprise in project management, improve the management and coordination ability of the enterprise between projects, projects and functional departments, and ultimately achieve the unification of corporate strategic goals and project goals.
